Abstract

Pusat Kegiatan Belajar Masyarakat atau dikenal dengan sebutan PKBM, merupakan sebuah lembaga yang lahir dari pemikiran tentang kesadaran pentingnya kedudukan masyarakat dalam proses pembangunan pendidikan nonformal. PKBM yang memiliki kualitas baik tentunya harus didukung dengan kinerja pengelola dan tutor yang baik pula. Untuk mencapai kualitas PKBM yang maksimal maka perlu adanya kompetensi yang dimiliki oleh tutor dan pengelola dalam mengelola PKBM. Penelitian ini bertitik tolak pada kinerja PKBM dalam menyelenggarakan layanan pendidikan kesetaraan di masyarakat. Tujuan penelitian adalah: (1) Untuk mengetahui strategi pengelolaan PKBM Winaya Bhakti pada program kesetaraan, (2) Untuk mengetahui hasil capaian kinerja penyelenggaraan program kesetaraan di PKBM Winaya Bhakti, (3) Untuk mengetahui faktor pendukung dan penghambat dalam menyelenggarakan program kesetaraan di PKBM Winaya Bhakti. Kajian pustaka pada penelitian ini yaitu mencangkup tentang konsep PKBM, konsep kinerja, dan konsep kesetaraan.Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif dan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi, subjek peneliti terdiri atas pengelola, tutor dan warga belajar yang bertempat di PKBM Winaya Bhakti Desa Hanjuang Kecamatan Bungbulang. Berdasarkan hasil penelitian, maka diperoleh data, yaitu: (1) Terdapat beberapa strategi Pengelolaan PKBM Winaya Bhakti yang diterapkan Pada Program Kesetaraan, yaitu adanya strategi manajemen-staf atau karyawan, strategi rekrutmen dan seleksi, strategi perencanaan sumberdaya manusia, strategi pelatihan dan pengembangan, strategi penilaian kinerja dan strategi konpensasi. (2) Hasil capaian kinerja penyelenggaraan program kesetaraan di PKBM Winaya Bhakti sudah cukup baik dilihat dari banyaknya lulusan program kesetaraan paket B dan C yang mampu bersaing dalam jenjang pendidikan yang lebih tinggi dan dunia kerja. (3) Terdapat faktor pendukung dalam menyelenggarakan program kesetaraan di PKBM Winaya Bhakti yang dapat dilihat dari warga belajar, sumber belajar, sarana belajar, tempat belajar, dana belajar, ragi belajar, kelompok belajar, program belajar dan hasil belajar yang telah tersedia dengan baik, namun adapun factor penghambat dari kegiatan program ini yaitu belum mampu memfasilitasi semua warga belajar dan memanfaatkan sarana yang tersedia dengan baik. Kata Kunci: Kinerja, PKBM, Program Kesetaraan Community learning center, otherwise known as (CLC/PKBM), an institution that was born from the idea of the position of public awareness of the importance of non-formal education in the development process. CLC that has good quality must be supported by the performance of managers and tutors are good also. To achieve maximum quality PKBM then the need for competencies possessed by a tutor and a manager in managing the CLC. This study starts at CLC's performance in implementing equality in the public education service. The research objective is: (1) To determine management strategies CLC Winaya Bhakti on equivalency programs, (2) To know the results of the gains of the implementation of the program of equality in PKBM Winaya Bhakti, (3) To know the supporting factors and obstacles in carrying out equality in PKBM Winaya Bhakti. Reviewed the literature on this research that covers about CLC concept, the concept of performance, and the concept kesetaraan.Metode research used is descriptive method with qualitative approaches and techniques of collecting data through interviews, observation, and documentation study, the subject of researchers consisting of managers, tutors and residents study which is housed in the CLC Winaya Bhakti Hanjuang Village District of Bungbulang. Based on the research results, the obtained data, that: (1) There are several strategies Management of CLC Winaya Bhakti applied In Program Equality, that is the strategy of management-staff or employees, strategic recruitment and selection, strategic planning of human resources, training strategy and development, performance assessment strategies and compensation strategies. (2) Results of the gains of the implementation of equality programs at CLC Winaya Bhakti had pretty good views of the many graduates of the equality program package B and C are able to compete in higher education and the world of work. (3) There is a supporting factor in carrying out equality in PKBM Winaya Bhakti which can be seen from the learners, learning resources, learning tools, a place to learn, fund study, yeast learning, group learning, learning programs and learning outcomes that have been available with either, but as for inhibiting factor from the activities of this program that have not been able to facilitate all citizens to learn and utilize the available means well.
