Abstract

UPTD Balai Latihan Kerja (BLK) Kabupaten Sumedang adalah suatu lembaga yang berdiri dibawah Dinas Sosial, Tenaga Kerja, dan Transmigrasi Kabupaten Sumedang yang bertugas untuk menyelenggarakan program-program pelatihan kecakapan hidup. BLK Kabupaten Sumedang merupakan wadah bagi masyarakat Kabupaten Sumedang yang ingin mengembangkan potensi dan keterampilan yang dimilikinya sehingga dapat memperoleh pekerjaan dan meningkatkan taraf hidupnya. Adapun keberhasilan penyelenggaraan pelatihan kecakapan hidup di BLK Kabupaten Sumedang tidak lepas dari peran pengelola. Pengelola BLK Kabupaten Sumedang memberikan bekal berupa pengetahuan, keterampilan dalam bekerja, dan berwirausaha sehingga masyarakat dapat memiliki kecakapan kerja yang dibutuhkan didunia kerja. Tujuan dari penelitian adalah untuk mendeskripsikan: 1) proses pelatihan kecakapan hidup untuk memberdayakan peserta pelatihan, 2) strategi yang dilakukan oleh pengelola dalam memberdayakan peserta, 3) hasil yang dicapai dari pelatihan kecakapan hidup yang dilaksanakan di UPTD Balai Latihan Kerja (BLK) Kabupaten Sumedang. Kajian pustaka pada penelitian ini yaitu mencangkup tentang konsep pemberdayaan, konsep pendidikan kecakapan hidup, konsep pelatihan, dan pengelolaan pendidikan nonformal. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif dan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Subjek peneliti terdiri dari 2 orang pihak pengelola, 1 orang instruktur serta 2 orang peserta. Hasil penelitian menunjukan bahwa :1) Proses pelatihan kecakapan hidup dalam memberdayakan peserta telah dilaksanakan berdasarkan kebutuhan peserta melalui proses tahapan pengelolaan program yang efektif, diantaranya yaitu proses perencanaan, pelaksanaan dan evaluasi program. Adanya proses pelatihan yang efektif menjadikan pelatihan kecakapan hidup yang dilaksanakan sesuai dengan tujuan pelaksanaan program dan kebutuhan peserta. 2) Strategi yang dilakukan oleh pengelola dalam memberdayakan peserta yaitu dengan melakukan standarisasi kurikulum, sumber belajar, bahan ajar, metode pembelajaran, lulusan. Adanya strategi tersebut menjadikan peserta dapat menempati kedudukan sosial setelah lulus dari pelatihan, 3) Hasil dari pelatihan kecakapan hidup ini yaitu adanya kecakapan yang dimiliki oleh peserta seperti kecakapan personal, kecakapan sosial, kecakapan akademik, dan kecakapan vokasional. Kata Kunci: Pelatihan, Kecakapan Hidup, Pemberdayaan, BLK Kabupaten Sumedang UPTD Balai Latihan Kerja (BLK) Sumedang Regency is an institution established under the Department of Social Welfare, Manpower, and Transmigration of Sumedang Regency that tasked to organize a training programs in life skills. BLK Sumedang is the container for Sumedang’s society who want to develop their potential and skills so that they can get a job and improve their living standards. The success of the life skills training in BLK Sumedang cannot be separated from the role of manager. The manager of BLK Sumedang provides the supplies such as knowledge, skills in work, and entrepreneurship so that people can have the job skills needed in the world of work. The aim of this study is to describe: 1) the process of life skills training to empower trainees, 2) the strategy undertaken by the manager in empowering participants, 3) the outcome of life skills training conducted in UPTD Balai Latihan Kerja (BLK) Sumedang. The literature review on this research is covered the concept of empowerment, the concept of life skills education, training concepts, and management of non-formal education. The method that used in this research is descriptive with qualitative approaches and techniques of collecting data through interviews, observation, and documentation study. Researcher’s subject consists of 2 managers, 1 instructor and 2 participants. Researcher has found three results from the research, they are: 1) The process of life skills training to empower the participants have been implemented based on the needs of participants through the process of effective program management stages, including the process of planning, implementation and evaluation of programs. The existence of an effective training process makes life skills training is conducted in accordance with the objectives of the program and the needs of the participants. 2) Strategies undertaken by the management to empower the participants is to standardize the curriculum, learning resources, teaching materials, teaching methods, graduates. The existence of the strategy is to make the participants be able to occupy the social position after graduating from the training, 3) The results of these life skills training are the skills possessed by participants such as personal skills, social skills, academic skills, and vocational skills.
