Abstract
Penelitian ini bertujuan untuk mendeskripsikan (1) Kondisi faktual implementasi kebijakan pendidikan inklusif di provinsi Sulawesi Selatan berdasarkan Permendiknas Nomor 70 Tahun 2009 (2) Faktor pendukung dan penghambat realisasi dari Permendiknas Nomor 70 tahun 2009 terkait upaya pemerataan pendidikan inklusif di provinsi Sulawesi Selatan; (3) Desain implementasi kebijakan Permendiknas Nomor 70 tahun 2009 yang sesuai kebutuhan dan sebaiknya dilakukan di provinsi Sulawesi Selatan. Penelitian ini menggunakan jenis pendekatan kualitatif dan berdasarkan sifat data maka metode yang digunakan dalam penelitian ini adalah metode deskriptif. Lokasi Penelitian bertempat di Sulawesi Selatan yang ditujukan kepada para kepala Dinas Pendidikan dan Komisi Pendidikan DPRD Sulawesi Selatan. Teknik pengumpulan data melalui studi wawancara, observasi dan dokumentasi yang kemudian dianalisis dengan menggunakan analisis kualitatif. Hasil penelitian menunjukkan bahwa (1) Implementasi kebijakan Permendiknas Nomor 70 Tahun 2009 di provinsi Sulawesi Selatan telah diselenggarakan dan mengembangkan pendidikan inklusif sejak tahun 2002. Dari 24 kabupaten/kota, telah terdapat 15 kabupaten/kota yang telah mengimplementasikan pendidikan inklusif dan masih terdapat 9 kabupaten yang belum melaksanakan sama sekali; (2) Pemerintah telah melakukan berbagai sosialisasi dan koordinasi kepada pihak-pihak terkait namun hal tersebut belum berjalan dengan efektif dan efisien, termasuk penyiapan sumber daya dalam mendukung implementasi kebijakan pendidikan inklusif di Sulawesi Selatan. Selain itu, para aktor dan individu/kelompok sasaran yang ada, masih belum memahami secara umum mengenai isi dan tujuan dari kebijakan Permendiknas Nomor 70 Tahun 2009 namun mereka telah menunjukkan sikap penerimaan dan dukungan yang positif; (3) Desain implementasi Permendiknas Nomor 70 Tahun 2009 dirangkai dengan memperhatikan berbagai variabel. Variabel yang krusial adalah aktivitas pendidikan pendidikan inklusif dan komunikasi antar organisasi yang harus mengintergrasikan perpaduan sinergis di antara 5 (lima) aktivitas kebijakan yakni ukuran dan tujuan pemerataan pendidikan inklusif, karakteristik badan pelaksana, sikap aparat pelaksana, sumber daya, dan kondisi pendidikan inklusif. This study aimed to describe (1) The condition of the factual implementation of inclusive education policies in the province of South Sulawesi by Ministerial Regulation No. 70 of 2009 (2) The supporting and inhibiting the realization of the Ministerial Regulation No. 70 of 2009 factors related to the inclusive educational equity efforts in the province of South Sulawesi, (3) The Design of Permendiknas policy implementation No. 70 of 2009 that is according to the needs and should be done in the province of South Sulawesi. This research uses a qualitative approach based on the nature of the data and the methods used in this research is the descriptive method. The Research Site located in South Sulawesi, addressed to the head of the Department of Education and the Education Commission of South Sulawesi DPRD. The Data collection techniques gained through the study interview, observation and documentation are then analyzed using qualitative analysis. The results showed that (1) The implementation of policies Permendiknas No. 70 of 2009 in the province of South Sulawesi has been organized and the inclusive education since 2002 has been developed. From 24 districts / cities, there have been 15 districts / cities that have implemented inclusive education and there are 9 districts which are not implemented at all, (2) The Government has conducted a variety of outreach and coordination to the relevant parties, but it is not working effectively and efficiently, including preparing resources to support the implementation of inclusive education policies in South Sulawesi. In addition, the actors and individual / group targets exist, in general still do not understand the contents and purpose of the policy Permendiknas No. 70 of 2009, but they have shown acceptance and positive reinforcement; (3) The Design of implementation Permendiknas No. 70 of 2009 arranged with the attention to various variables. The crucial variable is the educational activities of the inclusive education and communication between organizations must integrate a synergistic blend of the 5 (five) activity and the size of the policy objectives the inclusive educational equity, the characteristics of implementing agencies, implementing agency attitudes, resources, and conditions of the inclusive education
