Abstract
Pembangunan Pelabuhan Internasional Cilamaya telah direncanakan sejak tahun 2007. Setelah dilakukan studi kelayakan lokasi rencana pembangunan pelabuhan, maka terpilihlah Kabupaten Karawang, tepatnya di Kecamatan Tempuran sebagai lokasi pembangunan Pelabuhan Internasional Cilamaya. Pembangunan Pelabuhan Internasional Cilamaya akan memerlukan luas lahan sekitar 250 Ha. Selain akan menggusur pemukiman, sebagian besar lahan yang akan tergusur merupakan lahan pertanian. Selain itu, recana pembangunan pelabuhan tersebut dapat menimbulkan dampak positif maupun dampak negatif terhadap lingkungan sekitar. Penelitian ini bertujuan untuk menganalisis respon masyarakat terhadap aspek penentuan lokasi rencana pembangunan Pelabuhan Internasional Cilamaya, berdasarkan aspek lingkungan, aspek kepadatan lalu lintas, serta aspek area perairan. Metode penelitian menggunakan metode deskriptif. Populasi responden adalah seluruh masyarakat yang bertempat tinggal di empat desa yaitu Desa Sumberjaya, Desa Cikuntul, Desa Tempuran, dan Desa Tanjungjaya yang berjumlah 6.705 Kepala Keluarga, dan sampel responden berjumlah 99 orang. Teknik analisis data menggunakan skala likert dan persentase. Hasil penelitian menunjukan bahwa sebanyak 57,62% atau lebih dari setengah responden mempunyai respon tidak setuju terhadap penentuan lokasi dari aspek lingkungan yaitu adanya pembangunan pelabuhan kemungkinan dapat menimbulkan pencemaran lingkungan, serta mengalihkanfungsikan lahan persawahan. Sedangkan respon masyarakat terhadap penentuan lokasi dari aspek kepadatan lalu lintas sebanyak 60% atau lebih dari setengah masyarakat tidak setuju, bahwa pembangunan pelabuhan tersebut akan menambah volume kendaraan darat, serta kapasitas jalan menuju dari/ke lokasi pelabuhan pun tidak mendukung sehingga akan menimbulkan kemacetan. Selanjutnya, untuk respon masyarakat terhadap aspek area perairan adalah sebanyak 57,64% atau lebih dari setengah masyarakat tidak setuju terganggunya pipa milik pertaminan, mengurangi hasil penangkapan ikan dilaut, serta mengganggu budidaya tambak, karena mereka menilai bahwa laut dan tambak itu merupakan sumber mata pencaharian. Kesimpulan penelitian adalah bahwa masyarakat mempunyai respon yang negatif terhadap rencana pembangunan Pelabuhan Internasional Cilamaya. After conducting the study of advisability of the location of the construction of harbor, Karawang was chosen, where was in Tempuran as the location of the construction of the Cilamaya International Harbor. The construction ofthe Cilamaya International Harbor will need the vast of the area around 250 Ha. Besides removing the residence, partly of the area which will be removed is the agriculture area. moreover, the plan of the construction has probability of either positive and negative impact to the enviroment. This study analyzes people's response to the aspect of the location of the construction of the Cilamaya International Harbor, regarding to the environment aspect, traffic aspect and water area aspect. the research method which is used is descriptive method. Respondences population is all people which live in 4 villages which are Sumberjaya, Cikuntul, Tempuran and Tanjungjaya which are 6705 head of the family, and the sample of respondees which are 99 people. The technique of data analysis are used likert scale and precentage. The result shows that 57,62% or more than half of the respondences have the responce of not agree to the plan of the location of the environment aspect which is the construction of the harbor that has probability to cause enviroment pollution and shift the function of the agriculture area. While the response of the people there regarding to the plan of the location of the aspect of the trafic ois 60% or more than half of the people there not agree that the construction of the harbor will increase the volume of the vehicle and the road capacity to the location of the harbor which will make the traffic. Furthermore, for the people responce of the water area aspect is 57,64% or more than half of the people not agree because it will cause trouble to the pipes of the agriculture, decrease the amount of the fish in the sea, and distrub the cultivation of fishpond because they think that sea and fishpond are the source of profession. In short, people have the negative response of the plan of the Cilamaya International Harbor.
