Abstract
Penelitian ini dilatarbelakangi oeh terpuruknya mutu pendidikan di Kabupaten Cianjur, dimana nilai ujian nasional tingkat sekolah dasar yang dicapai Kabupaten Cianjur pada tahun 2011/2012 berada pada peringkat ke 26 dari 26 kabupaten/kota di Provinsi Jawa Barat. Penelitian ini dilakukan untuk mengetahui pengaruh perilaku kepemimpinan kepala sekolah dan iklim sekolah terhadap mutu sekolah. Permasalahan penelitian ini adalah apakah mutu sekolah dipengaruhi oleh perilaku kepemimpinan kepala sekolah dan iklim sekolah. Tujuan penelitian adalah untuk mendeskripsikan perilaku kepemimpinan kepala sekolah, iklim sekolah, dan mutu sekolah pada sekolah dasar negeri di Kecamatan Ciranjang Kabupaten Cianjur, serta menganalisis seberapa besar pengaruh perilaku kepemimpinan kepala sekolah dan iklim sekolah terhadap mutu sekolah pada sekolah dasar negeri di Kecamatan Ciranjang baik secara parsial maupun simultan. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif dengan metode survey. Populasi adalah seluruh guru PNS pada 32 sekolah dasar negeri di Kecamatan Ciranjang. Jumlah sampel sebanyak 68 orang yang diambil berdasarkan purposive sampling dari seluruh sekolah dasar negeri di Kecamatan Ciranjang. Penjaringan data menggunakan kuesioner dan dianalisis melalui korelasi dan regresi. Berdasarkan hasil pengolahan dan analisis data, ditemukan bahwa perilaku kepemimpinan kepala sekolah, iklim sekolah, dan mutu sekolah pada sekolah dasar negeri di Kecamatan Ciranjang berada pada katagori sangat tinggi. Perilaku kepemimpinan kepala sekolah berpengaruh secara signifikan terhadap mutu sekolah dan berada pada katagori kuat, iklim sekolah berpengaruh secara signfikan terhadap mutu sekolah dan berada pada katagori kuat, dan secara bersama-sama perilaku kepemimpinan kepala sekolah dan iklim sekolah berpengaruh secara signfikan terhadap mutu sekolah dan berada pada katagori kuat. Rekomendasi yang disarankan untuk mengoptimalkan mutu sekolah adalah sebagai berikut: (1) adanya komitmen bersama dalam meningkatkan dan menjaga mutu output yang dicapai, (2) motivasi yang tinggi dari warga sekolah untuk mencapai mutu yang diharapkan, (3) meningkatkan kompetensi baik kepala sekolah, guru maupun siswa, (4) melengkapi sarana dan prasarana yang diperlukan untuk menunjang berbagai kegiatan baik akademik maupun non akademik. The background of this study is the dropped educational quality in Kabupaten Cianjur, where the grade of national exam that achieved by elementary school in Kabupaten Cianjur in 2011/2012 was in 26th rank out of 26 districts/city in West Java Province. This study is conducted to know the influence of principal leadership behavior and school climate toward school quality. The problem of this study is whether the principal leadership and the school climate influence the school quality. The aim of this study is to describe the principal leadership, the school climate, and the school quality in elementary schools in Kecamatan Ciranjang Kabupaten Cianjur, also analyze how much the influence of the principal leadership and school climate toward the school quality in elementary schools in Kecamatan Ciranjang Kabupaten Cianjur either partially or simultaneously. The approach used in this study is quantitative approach with survey method. The population is all PNS teacher of 32 elementary schools in Kecamatan Ciranjang. The sample used is 68 people that selected by purposive sampling from all elementary school in Kecamatan Ciranjang. The data is collected by questionnaire and analyzed by correlation and regression. Based on data processing and analysis, the researcher found that the principal leadership, the school climate, and the school quality in elementary school in Kecamatan Ciranjang are at very high category. Both the principal leadership and the school climate significantly influence the school quality and they are in the strong category, and collectively the principal leadership and the school climate significantly influence the school quality and it is in the strong category. The suggested recommendations to optimize the school quality are: (1) the existence of collective commitment in improving and keeping the output quality that achieved, (2) high motivation of the school society to achieve the expected school quality, (3) improving the competence of the principal, teachers and students, (4) completing the required facilities and infrastructure to support various activities, either academic or non-academic.
