Abstract
Penelitian ini mengkaji mengenai konsep dan pelaksanaan strategi penilaian otentik dalam menilai kompetensi kewarganegaraan siswa pada mata pelajaran PPKn. Tujuan penelitian untuk memperoleh gambaran pemahaman guru, mengetahui cara guru membuat perencanaan, mengamati guru saat melaksanakan proses penilaian dan mengkaji kegiatan guru melaporkan hasil penilaian serta memperoleh gambaran persepsi siswa mengenai implementasi penilaian otentik dalam menilai kompetensi kewarganegaraan siswa yang dilakukan guru dan tingkat ketercapaian kompetensi kewarganegaraan siswa melalui penilaian otentik di SMP Negeri 1 Tanjung Raja. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data menggunakan teknik wawancara, observasi, dokumentasi dan tes, terhadap dua belas informan (guru PPKn, rekan guru berbagai mata pelajaran dan siswa). Temuan penelitian: (1) Pemahaman guru mengenai penilaian otentik dalam menilai kompetensi kewarganegaraan siswa adalah cukup dengan nilai enam puluh dua namun, perlu ditingkatkan pada beberapa komponen seperti prinsip-prinsip penilaian otentik, karakteristik penilaian otentik, teknik dan format/instrumen yang tepat dalam menilai kompetensi kewarganegaraan siswa, (2). Perencanaan penilaian otentik dalam menilai kompetensi kewarganegaraan siswa yang dibuat oleh guru belum maksimal pada beberapa komponen seperti upaya guru dalam menginformasikan kepada siswa mengenai kompetensi kewarganegaraan dan teknik penilaian belum bervariasi, (3). Pelaksanaan penilaian otentik dalam menilai kompetensi kewarganegaraan siswa belum maksimal karena guru hanya menggunakan beberapa teknik seperti observasi menggunakan skala penilaian dan daftar cek untuk menilai kompetensi sikap. Tes tertulis berupa soal uraian, tes lisan dan penugasan untuk menilai kompetensi pengetahuan dan melaksanakan penilaian praktik untuk menilai kompetensi keterampilan siswa, (4) Pelaporan penilaian otentik dalam menilai kompetensi kewarganegaraan siswa sudah dilaksanakan oleh guru kepada siswa, orang tua dan sekolah dalam bentuk rapor semester, khusus untuk siswa, salah seorang guru juga melaporkan secara lisan di kelas dan membagikan hasil ulangan siswa. Namun, perlu perbaikan pada bagian mendeskripsikan skor untuk menggambarkan kompetensi kewarganegaraan siswa karena deskripsi yang diterima oleh siswa hampir sama, (5) Persepsi siswa mengenai implementasi penilaian otentik dalam menilai kompetensi kewarganegaraan siswa yang dilakukan oleh guru yaitu cukup baik atau positif, namun, terdapat beberapa hal yang perlu diperhatikan oleh guru yaitu pemberian informasi kepada siswa mengenai tujuan penilaian, hasil yang diperoleh siswa dari kegiatan penilaian, dan pelaksanaan penilaian harus menggunakan teknik yang bervariasi, (6) Tingkat ketercapaian kompetensi kewarganegaraan siswa sudah baik, namun yang perlu diperhatikan oleh guru adalah nilai yang diberikan oleh hanya diperoleh melalui teknik dan instrumen penilaian yang belum bervariasi dan masih terdapat beberapa penilaian yang belum dilakukan oleh guru untuk menetapkan nilai semester siswa, sehingga nilai tersebut belum final. Penelitian ini merkomendasikan kepada pihak-pihak terkait, khususnya untuk guru supaya dapat lebih mengoptimalkan kemampuan dalam mengimplementasi penilaian otentik dalam menilai kompetensi kewarganegaraan siswa berupa peningkatan kemampuan pada pemahaman, perencanaan, pelaksanaan dan pelaporan. This study examines the concept and implementation of authentic assessment strategies in assessing the competence of citizenship students on Pancasila and Civic Education subjects. The aim of research to gain an overview understanding of the teacher, the teacher knows how to plan, observing teachers when carrying out the assessment process and review the activities of teachers reported the results of the assessment and get a picture of students 'perceptions on the implementation of authentic assessment in assessing the competence of citizenship of students that teachers and students' level of achievement of competence citizenship through authentic assessment in public junior high school number 1 Tanjung Raja. The study used a qualitative approach with descriptive methods. Collecting data using interview, observation, documentation and test, to twelve informant (Pancasila and Civic Education teachers, fellow teachers and students of various subjects). The findings of the study: (1) understanding the teacher about authentic assessment in assessing the competence of student citizenship is quite good and the value of sixty-two but need to be improved on some components such as the principles of authentic assessment, characteristics of authentic assessment, techniques and formats / precise instruments in assessing the competence citizenship students, (2) Planning authentic assessment in assessing the competence of student citizenship made by the teacher is not maximized on some components such as the efforts of teachers to inform students about civic competence and assessment techniques have not varied, (3). Implementation of authentic assessment in assessing the competence of student citizenship is not maximized because the teacher only uses several techniques such as observation and assessment scale use check list to assess the competence of attitude. In the form of a written test about the description, oral test and assignment to assess the knowledge and competence to implement the practice assessment to assess the competence skills of students, (4) Reporting authentic assessment in assessing the competence of citizenship of students have been implemented by teachers to students, parents and schools in the form of a report card of the semester, for students, one of the teachers also reported verbally in class and share the results of repeat students. But needs improvement on the scores describing student to describe the competence citizenship because the description received by the students is almost the same, (5) Perceptions of students regarding the implementation of authentic assessment in assessing the competence of student citizenship undertaken by teachers is quite good or positive, but there are some things that need to be considered by the teachers is providing information to students about the purposes of assessment, the results obtained by students from assessment activities, and implementation of assessment should using varied techniques, (6) the level of student achievement of competence citizenship is good, but to be considered by the teacher is the value given by only obtained through techniques and instruments that have not been varied and there are still some assessments have not been carried out by the teacher to assign a value half of the students, so that the value is not final. This study recommends to related parties, especially for teachers in order to better optimize the ability to implement an authentic assessment in assessing the competence of student citizenship in the form of increased capacity in understanding, planning, execution and reporting.
