Abstract

Penelitian ini membahas tentang Partisipasi Warga Negara Dalam Pembangunan Berkelanjutan Khususnya Bidang Kebudayaan. Penelitian dilakukan pada masyarakat Lamaholot di Kabupaten Flores Timur. Penelitian ini dilatarbelakangi adanya kesediaan masyarakat Lamaholot dalam mengkonversikan gading gajah (GG) sebagai Belis ke wujud lain. Penelitian ini menggunakan metodologi fenomenologi dengan pendekatan kualitatif yang secara khusus memotret partisipasi warga negara dalam pembangunan berkelanjutan. Pokok permasalahan pada penelitian ini adalah 1) Mengapa masyarakat Lamaholot menggunakan GG sebagai Belis dalam upacara adat perkawinan? 2) Bagaimana persepsi masyarakat Lamaholot terhadap konversi Belis GG ke bentuk lain? 3) Bagaimana partisipasi masyarakat Lamaholot dalam pembangunan berkelanjutan?. Data dikumpulkan melalui observasi, wawancara, dan studi dokumentasi. Penelitian memperlihatkan bahwa 1) masyarakat Lamaholot menggunakan GG sebagai Belis karena mempunyai nilai-nilai luhur. Diantaranya penghargaan bagi wanita, menjujung tinggi martabat wanita, memiliki daya tarik untuk pandang dan GG merupakan benda yang sangat sakral. 2) Perspsi masyarakat Lamaholot dalam pengkonversian GG sebagai Belis kewujud lain adalah untuk melestarikan budaya. 3) partisipasi yang dilakukan oleh masyarakat Lamaholot adalah dengan mengurangi jumlah tuntutan GG sebagai Belis maupun mengkonversikan Belis GG ke wujud lain. Tindakan yang dilakukan oleh masyarakat Lamaholot ini mendukung konsep pembangunan berkelanjutan karena masyarakat Lamaholot telah mampu bertindak bijaksana dalam setiap kengambilan keputusan. Selain itu tindakan yang dilakukan oleh masyarakat Lamaholot ini telah sesuai dengan tujuan pendidikan kewarganegaraan (PKn) karena masyarakat telah mampu mengaplikasikan kompetensi-kompetensi yang diusung oleh PKn. This research studies the participation of the citizen in the sustainable development, especially in the sector of culture. This study was done in the citizen of Lamaholot in Northern Flores regency. It is done based on the phenomenon in the citizen of Lamaholot whom converting the elephant’s trunk (Gading Gajah- GG) as Belis into the other form. Phenomenological study was applied in this research with qualitative approach which focused on portraying the participation of the citizen in the sustainable development. Main problems in this research were formulated into some research questions, such as 1) why did the citizen of Lamaholot use GG as Belis for traditional wedding ceremony? 2) How do the perceptions of the citizen of Lamaholot on the conversion of GG as Belis into the other form? 3) How are the participation of the citizen of Lamaholot in the sustainable development? Data were collected through observation, interview and document analysis. The results show that 1) the citizen of Lamaholot used GG as Belis because of its values which symbolized the appreciation to the women and because it is one of the sacred thing, 2) the perceptions of the citizen of Lamaholot on the conversion of GG as Belis is to preserve culture, 3) the form of citizen participation are reducing the number of prosecutions of the use of GG as well as converting it into the other form. This citizen action taken to support the concept of sustainable development because they are wise in making decisions. In addition, the actions accordance with the purpose of civic education (PKn) because the public has been able to apply the competencies that promoted by civic education.
