Abstract
Kinerja kepala sekolah dan partisipasi memiliki peranan yang besar dalam meningkatkan dan mengembangkan sekolah. Kepala sekolah harus memiliki motif atau dorongan untuk berprestasi dan kemampuan dalam mengalokasikan anggaran sekolah sebagai dasar dalam meningkatkan partisipasi dan kinerjanya sebagai kepala sekolah. Penelitian ini bertujuan untuk untuk memperolah gambaran mengenai pengaruh motif berprestasi dan alokasi anggaran terhadap tingkat partisipasi dan kinerja Kepala SLB se-Kota Bandung. Metode yang digunakan dalam penelitian adalah metode survey deskriptif, dengan pendekatan kuantitatif yang ditunjang dengan studi kepustakaan. Teknik pengumpulan data yang digunakan adalah teknik pengumpulan data tidak langsung yang menggunakan angket tertutup sebagai instrumen pengumpul data. Populasi dalam penelitian ini adalah seluruh SLB yang ada di Kota Bandung sebanyak 45 sekolah dengan penarikan sampel responden berjumlah 96 orang. Hasil penelitian menunjukkan bahwa : (1) terdapat pengaruh antara motif berprestasi terhadap tingkat partisipasi sebesar 13,25 %, (2) terdapat pengaruh antara alokasi anggaran terhadap tingkat partisipasi sebesar 29,27 %, (3) terdapat pengaruh antara motif berprestasi dan alokasi anggaran terhadap tingkat partisipasi sebesar 31,36 %, (4) dan terhadap kinerja kepala SLB se- Kota Bandung sebesar 17,22 %. Berdasarkan hasil penelitian ini, rekomendasi yang diberikan dalam penelitian ini meliputi motif berprestasi harus dijadikan dasar dalam meningkatkan kinerja kepala sekolah. Kemampuan kepala sekolah dalam mengalokasikan anggaran harus berorientasi pada peningkatan prestasi. Pentingnya partisipasi kepala sekolah dalam berbagai kegiatan. Pemahaman kepala sekolah dalam bidang supervisi, manajerial, kewirausahaan, pengembangan sosial dan keribadian harus menjadi dasar peningkatan kualitas kinerja. A headmaster’s performance and participation play an important role in improving and developing the school. A headmaster should have the motive to make an achievement and the ability to allocate the school budget in improving the headmaster’s participation and performance. This research aims to gain insight on the effect of achievement motive and budget allocation on the participation and performance level of SLB headmasters in Bandung. The data collection technique employed is indirect data collection using closed questionaire as the instrument. The population of this research is all of the SLB in Bandung, 45 schools in total, with 96 sample respondents. The result of this research shows that : (1) the effect of achievement motive on participation in 13,25 %, (2) the effect of budget allocation on participation is 29,27 %, (3) the effect of achievement motive and budget allocation on participation is 31,36 % (4) and on the performance of SLB headmasters in Bandung is 17,22&. Based on the result, it is recommended that the achievement motive should be the basis on improving the headmaster performance. The headmaster’s ability to allocate the budget must be achievement inprovement oreinted. The headmaster’s participation in various activity, understanding in supervision, managerial, entrepreneurship, and the social and characteristic development are very important and must be the basis in improving performance quality.
