Abstract
Retribusi merupakan salah satu kebijakan Pemerintah Daerah yang dijadikan sebagai sumber Pendapatan Asli Daerah (PAD) untuk kesejahteraan daerah itu sendiri. Salah satu sumber retribusi di Kota Bandung adalah retribusi terhadap pelayanan parkir di tepi jalan umum. Ketentuan retribusi di bidang parkir ini mengingat aktivitas penggunaan kendaraan di Kota Bandung sangat rutin, sehingga potensi sumber PAD pada bidang ini sangat besar. Kebijakan retribusi di bidang pelayanan parkir yang dibuat oleh Pemerintah Kota Bandung adalah Peraturan Daerah Kota Bandung Nomor 9 Tahun 2010 Tentang Retribusi Pelayanan Parkir di Tepi Jalan Umum dan Tempat Khusus Parkir. Bertitik tolak pada uraian tersebut, penelitian ini berusaha mengungkapkan beberapa rumusan masalah sebagai berikut: (1) Apakah besaran retribusi yang dibebankan kepada pengguna fasilitas parkir di tepi jalan umum di Kota Bandung telah sesuai dengan Peraturan Daerah Kota Bandung Nomor 9 Tahun 2010 Tentang Retribusi Pelayanan Parkir di Tepi Jalan Umum dan Tempat Parkir Khusus; (2) Bagaimana tindakan Pemerintah Kota Bandung terhadap adanya tempat parkir liar yang ada di beberapa tempat parkir tepi jalan umum di Kota Bandung; (3) Bagaimana solusi terhadap permasalahan yang terjadi dalam implementasi Peraturan Daerah tersebut. Agar memudahkan dalam melaksanakan penelitian, pendekatan yang digunakan adalah pendekatan kualitatif dengan metode studi kasus yang berusaha mengungkapkan fakta-fakta yang terjadi di lapangan mengenai implementasi Perda tersebut melalui wawancara, observasi, studi literatur dan studi dokumentasi. Adapun subyek penelitian dalam penelitian ini adalah pihak DPRD Kota Bandung, Dinas Perhubungan, petugas parkir dan pengguna fasilitas parkir. Hasil penelitian menunjukkan bahwa: (1)Besaran tarif yang dibebankan kepada pengguna fasilitas parkir di tepi jalan umum belum sesuai dengan ketentuan yang tercantum dalam Perda Nomor 9 Tahun 2010; (2) tindakan yang dilakukan oleh Pemerintah Kota Bandung terhadap adanya tempat parkir liar di tepi jalan umum Kota Bandung belum mampu mengatasi keberadaan tempat parkir liar tersebut; (3) belum adanya solusi konkrit dari Pemerintah Kota Bandung untuk mengatasi permasalahan-permasalahan yang muncul dalam implementasi Perda Nomor 9 Tahun 2010. Retribution is one of the Local Government policies that serve as a source of revenue (PAD) for the welfare of the region itself. One source of retribution in Bandung is retribution against the edge of the parking service on public roads. Provisions in the field of parking levy is considering the use of vehicle activity in Bandung is so routine, so that potential sources of revenue in this area is very large. Retribution policy in the field of parking services made by the Government of Bandung is Bandung Regional Regulation Number 9 of 2010 on the Service Fees Parking Roadside parking General and Special Places. Focused on the above description, this study tried to reveal some of the formulation of the problem as follows: (1) Is the amount of fees that are charged to users of parking facilities on the edge of the public road in the city of Bandung in accordance with the Rules of Bandung Number 9 of 2010 on the Service Fees Parking Roadside General and Special parking place; (2) How does the Government of Bandung for the presence of illegal parking space in the parking lot side of the road a few common in Bandung; (3) How does the solution to the problems that occur in the implementation of the regional regulation. In order to facilitate the carrying out of research, the approach used is a qualitative approach with case study method to disclose the facts that occurred in the field of implementation of the regulation through interviews, observation, literature and documentation. The subject of this research is the Bandung City Council, the Department of Transportation, parking attendants and parking facility users. The results showed that: (1) The amount of fees charged to users of the parking facilities on the edge of the public road is not in accordance with the provisions set out in Regulation Number 9 of 2010; (2) the actions taken by the Government of Bandung for the presence of illegal parking spot at the edge of the public road Bandung not been able to cope with the existence of the illegal parking place; (3) the absence of a concrete solution of Bandung City Government to address issues that arise in the implementation of law number 9 of 2010.
