Abstract
Sebuah kota selalu memiliki permasalahan yang kompleks, salah satunya keberadaan pedagang kaki lima (PKL) yang kian lama kian menjamur memenuhi bagian-bagian kota. Kota Bandung sebagai salah satu kota besar di Indonesia mengalami hal tersebut, banyak di jalan-jalan umum, ruang terbuka publik, dan fasilitas umum tidak terlepas dari keberadaan PKL. Berdasarkan fakta di lapangan, telah ditemukan bahwa terdapat PKL yang berdagang secara bebas di zona yang dilarang untuk berdagang bagi para PKL. Maka dari itu Pemerintah Kota Bandung melaksanakan program yang telah direncanakan dari tahun 2011 untuk merelokasi para PKL yang berdagang di zona merah. Pada tahap awal, pelaksanaan relokasi PKL diberlakukan di 3 titik di kawasan Alun-alun Kota Bandung yaitu di Jalan Kepatihan, Jalan Dalem Kaum, dan sekitar Masjid Raya Bandung. Pelaksanaan relokasi PKL tersebut menimbulkan respon dari masyarakat, dan PKL di kawasan Alun-alun Kota Bandung. Peneliti mengadakan penelitian tentang respon masyarakat terhadap relokasi PKL ini dengan tujuan untuk mengidentifikasi sosialisasi yang dilakukan pemerintah, respon yang ditimbulkan oleh masyarakat serta dukungan yang diberikan untuk program relokasi PKL ini. Metode yang digunakan pada penelitian ini adalah metode deskriptif melalui survey. Populasi penelitian ini adalah seluruh wilayah serta masyarakat di sekitar kawasan Alun-alun Kota Bandung dan seluruh PKL yang direlokasi. Sampel penelitian ini adalah masyarakat yang terdiri dari pengunjung, pengguna jalan, Jemaah masjid di Kawasan Alun-alun yang diambil secara aksidental dengan jumlah 100 responden serta PKL yang direlokasi dengan jumlah 21 responden. Teknik pengumpulan data dilakukan melalui observasi lapangan, studi dokumentasi, wawancara, serta penyebaran angket kepada responden. Setelah data dikumpulkan, kemudian diolah menggunakan teknik analisis statistik dan deskriptif dengan cara persentase, skala Likert, dan metode perhitungan Product Moment. Hasil penelitian menunjukkan bahwa alasan Pemerintah Kota Bandung melaksanakan relokasi PKL karena keberadaan PKL di zona merah mengganggu keindahan dan penataan kota Bandung. Respon dari masyarakat terhadap relokasi PKL ini adalah respon positif, mereka mendukung pelaksanaan relokasi PKL di kawasan Alun-alun Kota Bandung. Respon PKL terhadap relokasi PKL juga menunjukkan respon positif terhadap pelaksanaan relokasi PKL ini, namun mereka tidak sependapat dengan pemerintah apabila PKL direlokasi ke TPPS Gedebage. Kata Kunci : Masyarakat, Pedagang Kaki Lima, Relokasi, Respon A city always has a complex problem, one of which is the presence of street vendors (PKL) growing increasingly mushrooming meets old parts of the city. Bandung as one of the major cities in Indonesia experienced such things, many in the way of public roads, public open space, and public facilities not in spite of the presence of street vendors. Based on the facts, it has been found that there are street vendors who traded freely in the zone banned to trade for street vendors. Thus the Government of Bandung City carry out programs that have been planned from 2011 to relocate the street vendors who trade in the red zone. In the early stages, the implementation of relocating street vendors imposed in three points at the area of Bandung City Square on Kepatihan street, Dalem Kaum street, and around Bandung Raya Mosque. Implementation of the relocation of street vendors drew the response from public and street vendors in that area. Researcher conducting research on the responses of society towards this goal with the relocation of street vendors to identify a Government socialization, the response evoked by society as well ad the support provided to these street vendors relocation program. The methods used in this research is descriptive methods through survey. The population of this research is the entire region as well as the communities around the area of Bandung city square and all the street vendors were relocated. The sample of this research is the community of visitors, users of the road, and congregation of the mosque in area of the square drawn in accidental with amount of 100 respondents and street vendors who relocated with amount of 21 respondents. The technique of collecting data was done through observation, field studies documentation, interviews, and spread the poll to the respondents. After data are collected and then processed using statistical and descriptive analysis techniques by means of a Likert scale, and method of calculation Product Moment. The result shows that the reason of the Government implement the relocation of Bandung street vendors due to the presence of street vendors in red zone disturb beauty and structuring of Bandung. The response of the community toward relocating street vendors is a positive response, they support the implementation of the relocation of street vendors in Bandung. And the response of street vendors against the relocation of the street vendors are also showing positive response towards the implementation of the relocation of these street vendors, but they did not agree with the Government when street vendors relocated to TPPS Gedebage.
