Abstract

Penelitian ini dilatar belakangi oleh terjadinya gejala kritis jati diri dan karakter bangsa yang disebabkan oleh dampak negatif globalisasi sehingga membuka peluang terjadinya degradasi kebudayaan dan kearifan lokal dalam masyarakat suku Talang Mamak, rendahnya sumber daya manusia dalam masyarakat suku Talang Mamak sehingga mudahnya pengaruh dari luar, dan rendahnya kesadaran dalam pelestarian kebudayaan dan nilai-nilai kearifan lokal. Penelitian ini bertujuan mendeskripsikan budaya dalam bagian civic culture, kearifan lokal dalam bagian civic culture, pelestarian, pengembangan civic culture dan kendala dan upaya dalam pelestarian. Sehingga perlunya mengkaji mengenai nilai-nilai kearifan lokal sebagai civic culture pada budaya suku Talang Mamak. Subjek penelitian meliputi batin, guru sosiologi, pemerintah dan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode etnografi. Teknik pengumpulan data menggunakan observasi, wawancara, dokumentasi, dan triangulasi. Teknik analisis data menggunakan reduksi data, disiplay data dan verifikasi. Hasil temuan dalam penelitian ini adalah 1) Suku Talang Mamak memiliki kebudayaan yaitu kelahiran, mendanau, kumantan, gawai gadang dan kematian. Dalam konteks civic culture terdapat nilai saling percaya, sikap kemampuan bekerja sama, kepercayaan (religius), tanggung jawab, solidaritas, musyawarah, kebersamaan, dan gotong royong. 2) Suku Talang Mamak memiliki nilai-nilai kearifan lokal mengenai adat, penggunaan lahan, hukum waris, kedudukan laki-laki dan perempuan, upacara perkawinan, penggunaan tumbuhan, dan pedoman berperilaku. Dalam konteks civic culture terdapat nilai cinta tanah air, nilai kesetaraan, kepedulian, tanggungjawab, nilai kemandirian dan nilai edukasi. 3) Pelestarian dilakukan dengan cara melaksanakan upacara-upacara adat, menanamkan nilai-nilai kebudayaan dan kearifan lokal, dan mengikuti acara-acara festival kebudayaan yang diselenggarakan oleh pemerintah. 4) Pengembangan civic culture berjalan dengan cara natural dalam keluarga dan masyarakat. Dalam proses pembelajaran budaya suku Talang Mamak dengan cara internalisasi, sosialisasi, dan enkulturasi. 5) Kendala yang terdapat dalam pelestarian kebudayaan dan nilai-nilai kearifan lokal pada masyarakat suku Talang Mamak yaitu faktor ekonomi, faktor pendidikan, faktor kepercayaan diri, dan faktor transportasi. Upaya yang dilakukan dalam pelestarian yaitu dengan cara mengumpulkan anggaran, memotivasi, dan memperbaiki jalan secara bersama-sama. Kebudayaan suku Talang Mamak memiliki sebuah nilai-nilai kearifan lokal sebagai bagian dari civic culture. Rekomendasi ditujukan kepada masyarakat, pemerintah dan ahli budaya untuk melestarikan dan menjaga kebudayaan dan nilai-nilai kearifan lokal yang terdapat dalam masyarakat suku Talang Mamak. This research was motivated by the occurrence of identity and national character crisis symptoms caused by the negative impact of globalisation so that expose the possibility of culture and local wisdom degradation in Talang Mamak people. This research also motivated by the lack of human resources in the community of Talang Mamak, so that its easy to distracted by extraneous influences, and also the lack of awareness of culture conservation and values of local wisdom. This study aims to describe the culture in parts of civic culture, local wisdom in part civic culture, conservation, developing effort of civic culture and the constraint in conservation efforts. As the result,the values of local wisdom as a civic culture in the culture Talang Mamak is need to be assessed. Research subjects batin, teacher of sociology, government and the society. This study using a qualitative approach with ethnographic methods. Data collection techniques using observation, interviews, documentation, and triangulation. Data analytical techniques is using data reduction, and verification of data display. The result of this study were 1) Talang Mamak tribe has some culture, they’re the birth culture, ‘“mendanau”, “kumantan”, “gawai gadang” and death. In the context of civic culture be found a mutual trust, attitudes to cooperate, beliefs (religious), responsibility, solidarity, consensus, unity and mutual support. 2) Talang Mamak ethnicity has values of local wisdom regarding the indigenous, land utilization, laws of inheritance, the men role and women role, wedding ceremonies, the use of herbs, and the code of conduct. In the context of civic culture are love of the homeland values, the values of equality, caring, responsibility, independence value and educational value. 3) Conservation is done by carrying out traditional ceremonies, embed cultural values and local wisdom, and attending the cultural events festival which organized by the government. 4) The development of civic culture run by naturally in the family and society. In the learning process of Talang Mamak culture by the way of internalization, socialization, and enculturation. 5) The constraints that been found in the conservation of culture and values of local wisdom in society of Talang Mamak are economic factors, educational factors, the confidence factor, and transportation factors. The effort that been taken to conserve is by way of collecting budget, motivate, and repair the road together. The culture of Talang Mamak has an indigenous values as part of a civic culture. Recommendations is addressed to the public, government and cultural experts to preserve and maintain the culture and values of local wisdom found in Talang Mamak community.
