Abstract
Indonesia is a country that upholds democracy, as evidenced by the granting of freedom to every citizen to freely express opinions and oversee the running of the government, as stated in Article 28 of the 1945 Constitution. Democracy is a form of government that all citizens have equal opportunity or equal rights in making a decision in order to determine the future life. In fact the level of participation voters in every single show declining democratic party. Because, basically responsible citizen (civic responsibility) will indirectly participate actively in the democratic party every single show. In a democratic country the people's sovereignty, of course, the people should be involved in political life so that people can participate to determine who becomes their leader, which will make the content and determine the general policy for all citizens. With the purpose of the use of e-voting methods as a medium of political participation in the selection of the Chairman of the council can be more effective and efficient than conventional methods. The problems examined in this study are: (1) How is the implementation of e-voting methods as a medium of political participation?, (2) How does the implementation of e-voting methods as a medium of political participation to increased civic responsibility voters?. Grand theory in this study is the level of political participation by Rush and Althoff that political participation is the involvement of individuals through the various levels in the political system. This study uses the approach mixed method (qualitative and quantitative) with descriptive methods. By taking location in SMAN 1 Manonjaya. Data collection methods used were observation, interviews, questionnaires, documentation and literature studies. These results indicate that (1) Implementation of e-voting methods as a medium of political participation in SMA 1 Manonjaya the class president election researcher can conclude goes well, look at the level of political participation of the students in choosing higher than the selection by using the conventional method. Because the essentially use of e-voting method has many advantages over conventional methods in terms of both time and cost. (2) Based on the data using statistical calculations, researchers can conclude that there is a fairly strong correlation between the methods of e-voting as a means of political participation to civic responsibility. Indonesia adalah negara yang menjunjung tinggi demokrasi. terbukti dengan diberikannya kebebasan kepada setiap warga negara untuk bebas menyatakan pendapat dan mengawasi jalannya pemerintahan, sebagaimana tercantum dalam UUD 1945 Pasal 28. Demokrasi merupakan suatu bentuk pemerintahan yang semua warga negaranya memiliki kesempatan yang sama atau hak yang sama di dalam mengambil suatu keputusan guna menentukan masa depan kehidupannya. Pada kenyataannya tingkat partispasi pemilih dalam setiap pagelaran pesta demokrasi semakin menurun. Karena, pada dasarnya warga negara yang bertanggung jawab (civic responsibility) secara tidak langsung akan berpartisipasi aktif dalam setiap pagelaran pesta demokrasi. Dalam negara demokratis yakni berkedaulatan rakyat, sudah tentu rakyat harus diikutsertakan dalam kehidupan politik agar rakyat dapat turut serta untuk menentukan siapa yang menjadi pemimpin mereka, yang nantinya akan membuat dan menentukan isi kebijakan umum bagi seluruh rakyat. Dengan tujuan penggunaan metode e-voting sebagai media partisipasi politik dalam pemilihan Ketua OSIS bisa lebih efektif dan efisien dibandingkan metode konvensional. Permasalahan yang dikaji dalam penelitian ini adalah: (1) Bagaimanakah implementasi metode e-voting sebagai media partisipasi politik?, (2) Bagaimanakah pengaruh implementasi metode e-voting sebagai media partisipasi politik terhadap peningkatan civic responsibility?. Grand theory dalam penelitian ini adalah tingkatan partisipasi politik menurut Rush dan Althoff bahwa partisipasi politik adalah keterlibatan individu sampai pada macam-macam tingkatan di dalam sistem politik. Penelitian ini menggunakan pendekatan mixd method (kulitatif dan kuantitatif) dengan metode deskriptif. Dengan mengambil lokasi di SMA Negeri 1 Manonjaya. Metode pengumpulan data yang digunakan adalah observasi, wawancara, angket, studi dokumentasi dan studi literatur. Hasil penelitian ini menunjukan bahwa (1) Implementasi metode e-voting sebagai media partisipasi politik di SMA Negeri 1 Manonjaya pada pemilihan Ketua OSIS dapat Peneliti simpulkan berjalan dengan baik, melihat dari tingkat partisipasi politik siswa dalam memilih lebih tinggi dibandingkan dengan pemilihan dengan menggunakan metode konvensional. Karena pada dasarnya penggunaan metode e-voting memiliki banyak kelebihan dibandingkan metode konvensional baik dari segi waktu maupun biaya. (2) Berdasarkan perhitungan data dengan menggunakan statistik, dapat Peneliti simpulkan bahwa terdapat korelasi yang cukup kuat antara metode e-voting sebagai media partisipasi politik terhadap civic responsibility. Kata kunci: demokrasi, e-voting, partisipasi politik, civic responsibility.
