Abstract
Perubahan sistem pencatatan dan pelaporan dari manual ke digital, termasuk implementasi E-Puskesmas sebagai Sistem Informasi Manajemen Puskesmas (SIMPUS). Peraturan Menteri Kesehatan Nomor 24 Tahun 2022 mewajibkan seluruh fasilitas kesehatan, termasuk Fasilitas Kesehatan Tingkat Pertama (FKTP), untuk menyelenggarakan rekam medis elektronik paling lambat 31 Desember 2023. Tingginya aktivitas pelayanan di FKTP menuntut pemanfaatan E-Puskesmas yang optimal, namun dalam praktiknya masih ditemukan berbagai hambatan baik dari aspek internal maupun eksternal. Penelitian ini bertujuan untuk mengetahui hubungan antara hambatan penerimaan terhadap tingkat penerimaan tenaga kesehatan dalam penggunaan E-Puskesmas, serta menggambarkan masing-masing sub variabel hambatan dan penerimaan. Penelitian menggunakan pendekatan kuantitatif dengan desain korelasional cross-sectional, dengan sampel 131 tenaga kesehatan di Puskesmas Situ, Conggeang, Kota Kaler, dan Jatinangor yang dipilih melalui teknik simple random sampling dan proporsional sampling. Instrumen penelitian berupa kuesioner skala Likert yang disusun berdasarkan teori Technology Acceptance Model (TAM) dan model hambatan penerimaan rekam medis elektronik menurut Boonstra & Broekhuis. Hasil analisis univariat menunjukkan hambatan yang tinggi pada aspek keuangan, waktu, psikologis, hukum, dan organisasi, namun tingkat penerimaan tenaga kesehatan terhadap sistem rendah. Analisis bivariat memperlihatkan bahwa hanya hambatan waktu yang memiliki hubungan signifikan dengan penerimaan, sedangkan hambatan lainnya tidak berhubungan. The digitalization of the health sector has encouraged a transformation from manual to digital systems in recording and reporting processes, including the implementation of E-Puskesmas as a Community Health Center Management Information System (SIMPUS). The Indonesian Ministry of Health Regulation No. 24 of 2022 mandates that all healthcare facilities, including Primary Healthcare Facilities (FKTP), must implement electronic medical records by December 31, 2023. The increasing service activity in FKTPs demands optimal utilization of the E-Puskesmas system; however, various internal and external challenges remain. This study aims to determine the relationship between acceptance barriers and the level of acceptance among healthcare workers in using the E-Puskesmas system, as well as to describe each sub-variable of barriers and acceptance. The study employed a quantitative approach with a cross-sectional correlational design involving 131 healthcare workers from Puskesmas Situ, Conggeang, Kota Kaler, and Jatinangor, selected through simple random sampling. The research instrument was a Likert-scale questionnaire developed based on the Technology Acceptance Model (TAM) and the electronic medical record adoption barriers model proposed by Boonstra & Broekhuis. The univariate analysis revealed high barriers in financial, time, psychological, legal, and organization aspects, yet the level of acceptance among healthcare workers remained high. The bivariate analysis showed that only time-related barriers had a significant relationship with acceptance, while other barriers showed no relationship.
