    Abstract

    Kebijakan pembangunan olahraga prestasi merupakan bagian penting dari upaya peningkatan kualitas sumber daya manusia dan pencapaian prestasi daerah. Provinsi Banten memiliki potensi besar dalam pengembangan olahraga, namun masih menghadapi kendala pada aspek perencanaan, koordinasi, dan implementasi kebijakan keolahragaan. Penelitian ini bertujuan untuk menganalisis kebijakan penyelenggaraan pembangunan olahraga prestasi di Provinsi Banten, yang mencakup program, implementasi, dan dampaknya terhadap pembinaan atlet dan tata kelola olahraga daerah. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus, berlokasi di Dispora, KONI, DPRD Provinsi Banten, serta beberapa tempat latihan atlet. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis menggunakan model Miles dan Huberman dengan bantuan NVivo for Windows untuk proses coding dan analisis tematik. Hasil menunjukkan bahwa kebijakan olahraga di Provinsi Banten memiliki dasar hukum kuat melalui Perda Nomor 8 Tahun 2017 dan UU Nomor 11 Tahun 2022 tentang Keolahragaan. Namun, implementasi masih terkendala oleh keterbatasan pendanaan, sarana prasarana, dan koordinasi antarlembaga. Kolaborasi antara pemerintah, KONI, pelatih, dan masyarakat mulai menunjukkan hasil positif dalam pembinaan atlet meskipun belum optimal. Kesimpulan penelitian ini yaitu penyelenggaraan pembangunan olahraga prestasi di Provinsi Banten perlu diperkuat melalui peningkatan tata kelola, sinergi lintas sektor, inovasi pembiayaan, dan pembinaan berbasis data untuk menciptakan ekosistem olahraga yang berkelanjutan dan berdaya saing tinggi. The policy on sports achievement development is an essential part of efforts to improve human resource quality and regional athletic performance. The Province of Banten possesses great potential in sports development; however, it still faces challenges in planning, coordination, and policy implementation. This study aims to analyze the policy implementation of sports achievement development in Banten Province, covering the programs, implementation process, and their impact on athlete development and sports governance. This research employs a qualitative approach with a case study design, conducted at the Banten Provincial Youth and Sports Office (Dispora), Banten National Sports Committee (KONI), Regional House of Representatives (DPRD), and several athlete training centers. Data were collected through interviews, observations, and documentation, then analyzed using the Miles and Huberman interactive model with the support of NVivo for Windows for coding and thematic analysis. The results show that sports policies in Banten have a strong legal foundation through Regional Regulation (Perda) No. 8 of 2017 and Law No. 11 of 2022 on Sports. However, implementation remains constrained by limited funding, inadequate facilities, and weak inter-agency coordination. Collaboration among the government, KONI, coaches, and the community has begun to show positive outcomes in athlete development, although not yet optimal. The study concludes that the implementation of sports achievement development in Banten Province needs to be strengthened through improved governance, cross-sector synergy, innovative funding, and data-based athlete development to create a sustainable and competitive sports ecosystem.
