Abstract

Penelitian ini dilatarbelakangi oleh suatu permasalahan terkait kebijakan keberpihakan (affirmative action) bagi perempuan di Indonesia yang tercantum pada UU Nomor 8 Tahun 2012 tentang Pemilihan Umum Dewan Perwakilan Rakyat, Dewan Perwakilan Daerah, Dewan Perwakilan Rakyat Daerah. Kebijakan keberpihakan (affirmative action) tersebut menjamin hak berpolitik perempuan dengan mencantumkan keterwakilan perempuan minimal sebesar 30%, sehingga dapat mendorong agar jumlah perempuan di lembaga legislatif lebih representatif. Namun di lapangan, seperti di DPRD Povinsi Jawa Barat, jumlah anggota perempuan dirasa belum representatif, jumlah perempuan masih di bawah angka 30%. Penelitian ini didasarkan atas tiga rumusan masalah yaitu: (1) Faktor determinan apa saja yang menyebabkan tinggi/rendahnya elektabilitas politisi perempuan yang maju sebagai anggota DPRD Provinsi Jawa Barat perspektif mahasiswi aktivis UPI Bandung pada Pemilu 2014; (2) Faktor determinan apa saja yang menyebabkan tinggi/rendahnya popularitas politisi perempuan yang maju sebagai anggota DPRD Provinsi Jawa Barat perspektif mahasiswi aktivis UPI Bandung pada Pemilu 2014; (3) Bagaimana persepsi mahasiswi aktivis di UPI Bandung pada politisi perempuan yang maju sebagai anggota DPRD Provinsi Jawa Barat pada Pemilu 2014. Grand theory dalam penelitian ini yaitu feminisme liberal yang muncul pada abad 20 yang menuntut perlakuan yang sama terhadap perempuan dan laki-laki, yakni dihapuskannya diskriminasi terhadap perempuan. Sedangkan metode yang digunakan adalah deskriptif dan bentuk penelitian studi deskriptif. Data diperoleh melalui wawancara, observasi, studi dokumentasi, dan studi litelatur. Peneliti mengungkap bahwa: (1) Rendahnya elektabilitas perempuan yang maju sebagai anggota DPRD Provinsi Jawa Barat persepsi mahasiswi aktivis UPI diakibatkan karena tidak adanya keinginan dan ketertarikan para mahasiswi aktivis UPI untuk memilih perempuan, karena faktor budaya yang telah melekat di Indonesia, yaitu budaya patriarkhis sehingga segala urusan diluar rumah lebih dipercayakan kepada laki-laki untuk melaksanakannya; (2) Tingginya popularitas politisi perempuan yang maju sebagai anggota DPRD Provinsi Jawa Barat persepsi mahasiswi aktivis UPI pertama dikarenakan faktor media massa terutama media massa daring yang mudah diakses. Kedua faktor promosi dengan pemasangan spanduk oleh para calon anggota legislatif, dan terakhir yaitu adanya isu politik mengenai kuota 30% perempuan dalam Pemilu 2014; (3) Persepsi mahasiswi aktivis UPI pada politisi perempuan yang maju sebagai anggota DPRD Provinsi Jawa Barat pada Pemilu 2014 tergolong baik, mereka mendukung terhadap hal tersebut. Selain itu mereka memiliki kriteria khusus yang harus dimiliki oleh para politisi tersebut, yaitu bersih, jujur, muda, berpendidikan serta harus dapat membagi waktu antara pekerjaan sebagai politisi dengan keluarga. This study is based on three formulation of the problem, namely: (1) what are the determinant factors that lead to high / low electability of female politicians who ran as a member of West Java Provincial Parliament UPI Bandung perspective of student activists in the 2014 election; (2) what are the determinant factors that lead to high / low popularity of female politicians who ran as a member of West Java Province Parliament UPI Bandung perspective of student activists in the 2014 election; (3) How does the perception of student activists in UPI Bandung on female politicians who ran as a member of West Java Province Parliament in the 2014 election. Grand theory in this research that liberal feminism that emerged in the 20th century which demands equal treatment of women and men, the elimination of discrimination against women. While the method used is descriptive and descriptive form of research studies. The data obtained through interviews, observation, documentation studies, and studies litelatur. Researchers reveal that: (1) Low electability of women who ran as a member of West Java Provincial Parliament UPI activist student perceptions caused by the lack of willingness and interest of the student activists UPI to choose women, due to cultural factors that have been inherent in Indonesia, namely the patriarchal culture that all matters entrusted to outside house more men to carry it out; (2) The high popularity of female politicians who ran as a member of West Java Province Parliament UPI perceptions of student activists first factor because the mass media, especially online media accessible. The second factor with banner promotion by legislative candidates, and the last that is the political issue regarding quota of 30% women in the 2014 election; (3) Perceptions of student activists UPI on female politicians who ran as a member of West Java Province Parliament in the 2014 election is fair, they are supportive of it. In addition they have specific criteria that must be owned by the politicians, that is clean, honest, young, educated and should be able to divide their time between work as a politician with a family.
