    Abstract

    Program Bina Keluarga Balita (BKB) merupakan upaya strategis Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) untuk meningkatkan kapasitas orang tua dalam pengasuhan anak usia dini secara holistik dan integratif. Keberhasilan program tidak hanya ditentukan oleh lamanya pelaksanaan atau peran kader, tetapi juga bergantung pada pendapat atau persepsi, keterlibatan, dan pengalaman peserta BKB sebagai penerima manfaat utama. Penelitian ini untuk mengetahui pendapat peserta mengenai pelaksanaan BKB di Desa Sukatani, Kecamatan Ngamprah, Kabupaten Bandung Barat. Penelitian menggunakan metode deskriptif dengan pendekatan kuantitatif. Sampel penelitian adalah purposive sampling berjumlah 40 peserta yang aktif mengikuti program. Instrumen penelitian divalidasi oleh ahli evaluator dan praktisi menggunakan skala Thurstone, kemudian data dikumpulkan melalui kuesioner tertutup menggunakan skala Guttman dan dianalisis dengan metode statistik deskriptif. Hasil penelitian menunjukkan bahwa pemahaman peserta terhadap program BKB sangat baik dengan tingkat kesepakatan 100%. Aspek ketepatan sasaran memperoleh rata-rata 99%, sedangkan ketepatan waktu pelaksanaan program mendapat persentase 98%. Pada aspek ketercapaian tujuan, sub-aspek peningkatan pengetahuan dan keterampilan orang tua dalam pengasuhan anak mencapai rata-rata 95%. Sub-aspek pemberian stimulus perkembangan anak dan sub-aspek pemantauan perkembangan anak menunjukkan hasil 98%. Tingginya persentase kesepakatan perserta BKB pada tiap aspek menunjukan bahwa BKB di Sukatani sudah terlaksana sesuai dengan panduan program. Hasil penelitian ini diharapkan menjadi bahan pengembangan dan rekomendasi untuk meningkatkan kualitas pelaksanaan program BKB secara berkelanjutan. The Bina Keluarga Balita (BKB) program is an initiative of the National Population and Family Planning Agency (BKKBN) to strengthen parents’ capacity in holistic and integrative early childhood care. The program’s success is influenced not only by its duration and cadre involvement but also by the perceptions, participation, and experiences of its beneficiaries. This study aims to explore participants’ perceptions of BKB implementation in Sukatani Village, Ngamprah Sub-district, West Bandung Regency. The research employed a descriptive quantitative approach using a survey method. A total of 40 active participants were selected through purposive sampling. The research instrument, validated by expert evaluators and practitioners using the Thurstone scale, was administered in the form of closed-ended questionnaires with a Guttman scale. Data were analyzed with descriptive statistics. The findings reveal that participants’ understanding of the BKB program was excellent, reflected in a 100% agreement rate. The accuracy of program targeting reached 99%, while timeliness of implementation achieved 98%. In terms of objectives, the sub-aspect of enhancing parental knowledge and skills in childcare obtained 95%, whereas developmental stimulation and growth monitoring each scored 98%. Overall, the consistently high percentages across all indicators demonstrate that BKB in Sukatani has been implemented effectively and in line with program guidelines. These results suggest that the program successfully fulfills its intended functions and contributes positively to family-based early childhood development. Furthermore, the findings can serve as a reference for program development and recommendations to improve the quality and sustainability of BKB implementation.
