Abstract
Penentuan awal Bulan kalender Hijriah di Indonesia umumnya menggunakan metode hisab dan rukyat. Namun dengan menggunakan kedua metode tersebut, terjadi perbedaan dalam penentuan awal Bulan Tahun Hijriah di Indonesia. Dari sanalah di dapat beberapa masalah, yaitu bagaimana perbandingan sifat statistik hilal di Indonesia dengan menggunakan data pengamatan hilal dari Keputusan Menteri Agama RI, Rukyatul Hilal Indonesia dan data Internasional oleh Mohammad Sh. Odeh. Selain itu bagaimana tinjauan teoritis terkait aspek kontras hilal dan cahaya syafak serta bagaimana kriteria visibilitas hilal yang berlaku secara global. Metode pelitian yang digunakan untuk menyelesaikan kajian ilmiah ini yaitu deskriftif analitik dengan menggunakan data pengamatan hilal yang dikompilasi Kementerian Agama Republik Indonesia, data pengamatan hilal dari Rukyatul Hilal Indonesia (RHI), dan data pengamatan hilal Internasional Odeh (2005). Data tersebut di seleksi dengan dua tahap sesuai dengan prosedur Djamaluddin (2001) dan diperketat dengan mengeliminasi data hilal yang memiliki jarak <3 antara hilal dan planet terdekat. Selanjutnya data tersebut diplot ke grafik beda tinggi Bulan-Matahari (ARCV–Arc of Vision) terhadap elongasi (ARCL–Arc of Light), grafik umur Bulan terhadap elongasi (ARCL–Arc of Light) dan grafik beda tinggi Bulan-Matahari (ARCV–Arc of Vision) terhadap beda azimuth (DAZ–Delta Azimuth) untuk menghasilkan usulan kriteria baru visibilitas hilal di Indonesia. Kriteria baru yang diusulkan adalah ARCV minimum 3,0, ARCL minimum 5,4 dan umur Bulan 9,4 jam pascakonjungsi. Generally, the determination of the month beginning of Hijriah in Indonesia uses hisab and rukyat method. However, the usage of both generates dissimilarity in the determination of the month beginning of Hijriyah in Indonesia. This fact causes some problems of how the comparison of statistics nature of hilal in Indonesia using the hilal observation issued by the decree of the minister of religion affairs, Republic of Indonesia and the international data by Mohammad SH. Odeh. The other problem is related to the literature review about hilal contrast aspect and syafak light as well as the hilal visibility criterion that is applied globally. This study using the data from the observation of hilaal compiled by the Ministry of Religion Affairs Republic of Indonesia during 1962-2011 period, the observation data of Rukyatul Hilal Indonesia (RHI) during 2007-2009 period, and the Odeh’s international observations data (2005) during 1859-2005 period. Those data were selected by applying two-layer selection of Djamaluddin’s procedure (2001) and tightened by eliminating the hilal data whose range <3° between the hilaal and closest planet. Next, the data were plotted to the graphic of Sun-Moon altitude (ARCV - Arc of Vision) and Sun-Moon angular distance (ARCL - Arc of Light), graphic of moon age and Sun-Moon angular distance (ARCL - Arc of Light) and graphic of Sun-Moon Altitude (ARCV - Arc of Vision) and Sun-Moon angular distance (DAz - Delta Azimuth) to propose the suggestion of the new hilaal visibility criterion in Indonesia. The new criterion proposed are ARCV greater than 3,0°, ARCL greater than 5.4°, and Moon is as old as 9.4 hours after conjuction
