Abstract
Jalan Palembang–Betung di Kabupaten Banyuasin merupakan jalur utama yang mendukung mobilitas dan pertumbuhan ekonomi, khususnya di Kecamatan Betung. Namun, pesatnya perkembangan permukiman, kegiatan usaha dan sektor industri di sepanjang jalur ini sering tidak diimbangi dengan perencanaan tata ruang yang baik, sehingga berpotensi menimbulkan alih fungsi lahan yang tidak terkendali dan berdampak pada degradasi lingkungan. Peningkatan jumlah kendaraan dan kebutuhan infrastruktur turut menekan penggunaan lahan di wilayah ini. Sebagai upaya mengatasi permasalahan lalu lintas, dibangun Jalan Tol Kayu Agung–Palembang–Betung yang merupakan bagian dari jaringan Tol Trans Sumatera. Meskipun infrastruktur ini mendorong pertumbuhan ekonomi, perubahan penggunaan lahan yang terjadi perlu dievaluasi agar tetap sesuai dengan Rencana Detail Tata Ruang (RDTR) Kecamatan Betung. Penelitian ini bertujuan untuk mengetahui kondisi penggunaan lahan eksisting serta mengevaluasi kesesuaian penggunaan lahan terhadap RDTR di Kecamatan Betung. Metode yang digunakan meliputi observasi lapangan, analisis data sekunder, pengambilan sampel secara purposive sampling dan analisis spasial melalui sistem informasi geografis (GIS) dengan teknik overlay, reinterpretasi dan evaluasi kesesuaian. Hasil penelitian menunjukkan terdapat 14 jenis penggunaan lahan dengan luas total 4.482,79 Ha dan akurasi klasifikasi sebesar 90,90%. Dari total tersebut, penggunaan lahan yang sesuai dengan RDTR sesuai sebesar 14,05% atau dengan luas total 629,71 ha, Lahan belum sesuai sebesar seluas 84,88% atau dengan luas total 3.804,81 ha, sedangkan lahan tidak sesuai seluas 48,28 ha atau 1,08%. Kesesuaian terutama terdapat pada zona permukiman/lahan terbangun, jalan, industri dan sarana pelayanan umum. Ketidaksesuaian terjadi akibat perubahan fungsi seperti permukiman di zona pertanian atau sarana umum, sedangkan mayoritas lahan dalam kategori belum sesuai didominasi oleh tanaman campuran, semak belukar dan tanah terbuka yang belum dikembangkan sesuai rencana tata ruang. Penelitian ini dapat menjadi rekomendasi bagi pemerintah Kabupaten Banyuasin dalam evaluasi pembangunan yang berkelanjutan. The Palembang–Betung Road in Banyuasin Regency is the main route that supports mobility and economic growth, especially in Betung District. However, the rapid development of settlements, business activities and industrial sectors along this route is often not balanced with good spatial planning, so that it has the potential to cause uncontrolled land conversion and have an impact on environmental degradation. The increase in the number of vehicles and infrastructure needs have also suppressed land use in this area. As an effort to overcome traffic problems, the Kayu Agung-Palembang-Betung Toll Road was built which is part of the Trans Sumatra Toll Road network. Although this infrastructure encourages economic growth, the land use changes that occur need to be evaluated to remain in accordance with the Detailed Spatial Plan (RDTR) of Betung District. This study aims to determine the conditions of existing land use and evaluate the suitability of land use for RDTR in Betung District. The methods used include field observation, secondary data analysis, purposive sampling and spatial analysis through geographic information systems (GIS) with overlay, reinterpretation and conformity evaluation techniques. The results of the study showed that there were 14 types of land use with a total area of 4,482.79 Ha and a classification accuracy of 90.90%. Of this total, the use of land that is in accordance with the RDTR is 14.05% or with a total area of 629.71 ha, Land that is not in accordance with an area of 84.88% or with a total area of 3,804.81 ha, while land that is not suitable is 48.28 ha or 1.08%. Suitability is mainly found in residential zones/built land, roads, industries and public service facilities. The inconsistency occurs due to changes in functions such as settlements in agricultural zones or public facilities, while the majority of land in the unsuitable category is dominated by mixed plants, shrubs and open land that has not been developed according to the spatial plan. This research can be a recommendation for the Banyuasin Regency government in evaluating sustainable development.
