    Abstract

    Pertemuan Sungai Cikeas dan Sungai Cileungsi yang berada di wilayah Kota Bekasi merupakan salah satu daerah dengan tingkat kerentanan banjir yang tinggi, terutama ketika terjadi hujan dengan intensitas lebat dan durasi yang lama. Kondisi ini diperburuk oleh meningkatnya alih fungsi lahan serta keterbatasan kapasitas sungai dalam menampung debit banjir. Penelitian ini bertujuan untuk menganalisis pengendalian banjir pada lokasi pertemuan kedua sungai tersebut dengan pendekatan hidrologi dan hidraulika. Data yang digunakan meliputi curah hujan harian, peta topografi, tata guna lahan, serta data pendukung terkait banjir. Analisis frekuensi hujan dilakukan menggunakan beberapa metode distribusi probabilitas, yaitu Normal, Gumbel, Log Pearson III, dan Log Normal, untuk memperoleh hujan rencana pada periode ulang tertentu. Selanjutnya, pemodelan hidrologi dilakukan menggunakan perangkat lunak HEC-HMS, sedangkan analisis hidraulika dilakukan dengan HEC-RAS guna mensimulasikan debit banjir, kapasitas aliran sungai, dan dampak penambahan infrastruktur pengendalian. Hasil penelitian menunjukkan bahwa kombinasi pengendalian banjir secara struktural melalui normalisasi sungai, pembangunan tanggul, serta pembangunan kolam retensi mampu menurunkan puncak debit banjir dan mengurangi luapan pada area rawan. Selain itu, pengendalian non-struktural seperti peningkatan kesadaran masyarakat dan pengelolaan tata ruang menjadi strategi pendukung penting. Penelitian ini diharapkan dapat memberikan rekomendasi strategis dalam upaya mitigasi banjir di Kota Bekasi. The confluence of the Cikeas and Cileungsi Rivers, located in Bekasi City, is one of the areas with a high level of flood vulnerability, particularly during periods of heavy and prolonged rainfall. This condition is further exacerbated by land-use changes and the limited capacity of the river to accommodate flood discharge. This study aims to analyze flood control at the confluence of the two rivers through hydrological and hydraulic approaches. The data used include daily rainfall, topographic maps, land use, and supporting flood-related information. Rainfall frequency analysis was carried out using several probability distribution methods, namely Normal, Gumbel, Log Pearson III, and Log Normal, to determine design rainfall for specific return periods. Hydrological modeling was conducted using HEC-HMS software, while hydraulic analysis was performed with HEC-RAS to simulate flood discharge, river channel capacity, and the effects of additional control infrastructures. The results indicate that structural flood control measures, including river normalization, construction of levees, and retention basins, are effective in reducing peak flood discharge and minimizing inundation in flood prone areas. In addition, non-structural measures such as community awareness programs and proper spatial planning serve as important complementary strategies. This research provides strategic recommendations for the implementation of flood control efforts as part of flood mitigation planning in Bekasi City.
