Abstract
Kestabilan frekuensi menjadi aspek yang sangat penting dalam sistem tenaga listrik. Fluktuasi frekuensi yang tidak terkendali bisa berdampak serius, mulai dari turunanya kualitas daya, kerusakan pada peralatan, hingga terjadinya pemadaman. Penelitian ini dilakukan untuk memahami sejauh mana sistem governor berperan dalam menjaga kestabilan frekuensi di PLTA Lamajan, sekaligus mengidentifikasi faktor-faktor yang memengaruhi kinerjanya dan mengetahui bagaimana sistem tersebut merespon perubahan beban. Metode yang digunakan adalah kuantitatif deskriptif dengan pendekatan observasi langsung terhadap Unit 1 PLTA Lamajan. Data yang dikumpulkan meliputi beban aktif, frekuensi, tegangan, arus, dan RPM selama periode 26 Mei hingga 5 Juni 2025. Analisis dilakukan melalui grafik hubungan beban dan frekuensi, serta perhitungan speed droop, frekuensi teoretis, faktor partisipasi (K), dan daya korektif (ΔP). Hasil penelitian menunjukan bahwa governor berhasil menjaga frekuensi dalam kisaran 49,93 Hz hingga 50,09 Hz, sesuai standar peraturan Menteri ESDM No.20 Tahun 2020. Nilai speed droop aktual berkisar antara 1,8% hingga 3%, dan untuk nilai (K) salah satunya pada tanggal 28 Mei 2025 pukul 10.00 yaitu sebesar 3,42 MW/Hz, dengan daya korektif (ΔP) sebesar – 0,171 MW. Faktor yang memengaruhi kinerja antara lain kondisi fisik komponen (seperti pompa oli dan cooler), serta fluktuasi beban. Meskipun usia PLTA ini telah mencapai lebih dari seratus tahun, performa governornya tetap responsif dan andal, memberikan dasar kuat untuk perawatan yang berkelanjutan serta pengembangan sistem kontrol di masa mendatang. Frequency stability is a critical aspect of power system reability. Uncontrolled frequency fluctuations can lead to serious consequences, including reduced power quality, equipment damage, and widespread blackouts. This study aims to analyze the role of the governor system in maintaining frequency stability at the Lamajan Hydroelectric Power Plant, identify factors affecting its performance, and evaluate how the system responds to load variations. A descriptive quantitative method was employed, using direct observation of Unit 1 at the Lamajan Hydroelectric Power Plant. The data collected included active power (load), frequency, voltage, current, and RPM, recorded between May 26 and June 5, 2025. The analysis involved examining the correlation between load and frequency through graphical representation, and calculating speed droop, theoretical frequency, participation factor (K), and corrective power (ΔP). The results show that the governor successfully maintained the system frequency within a range of 49.93 Hz to 50.09 Hz, in compliance with the Minister of Energy and Mineral Resources Regulation No. 20 of 2020. The actual speed droop values ranged from 1.8% to 3%. For instance, on May 28, 2025 at 10:00 AM, the calculated participation factor (K) was 3.42 MW/Hz, and the corresponding corrective power (ΔP) was –0.171 MW. Factors influencing performance include the physical condition of components such as the oil pump and cooler, as well as the magnitude and pattern of load fluctuations. Despite the fact that the plant has been in operation for over a century, the governor system continues to perform responsively and reliably. These findings highlight the importance of continuous maintenance and offer a foundation for future improvements to the power plant’s control system.
