Abstract
Kecamatan Ciater memiliki tingkat kerawanan longsor yang bervariasi, dengan wilayah berkerawanan rendah seluas 1.121,09 hektar, kerawanan sedang seluas 3.909,92 hektar, dan kerawanan tinggi seluas 1.400,39 hektar. Area dengan kelas kerawanan tinggi umumnya berada di lereng-lereng curam dengan kondisi geologi yang labil, terutama di wilayah Desa Nagrak, Cibeusi, dan Cibitung. Sebaliknya, wilayah dengan karakteristik morfologi yang lebih landai dan tanah yang relatif stabil seperti di Desa Palasari dan Sanca tergolong memiliki tingkat kerawanan yang lebih rendah. Pembagian ini mencerminkan pengaruh faktor topografi, geologi, dan tata guna lahan terhadap potensi terjadinya bencana tanah longsor di wilayah tersebut. Analisis pemetaan kerawanan dilakukan menggunakan metode Analytical Hierarchy Process (AHP), yang menunjukkan hasil akurat dengan akurasi keseluruhan sebesar 90,4% dan Kappa Accuracy sebesar 85,6%. Ketepatan klasifikasi (User’s Accuracy) mencapai 85,7% untuk kelas kerawanan tinggi dan sedang, serta 100% untuk kelas kerawanan rendah, menjadikan metode ini andal dalam mengidentifikasi daerah rawan longsor. Sebagai bentuk mitigasi struktural, enam jalur evakuasi utama dirancang menggunakan analisis jaringan (network analysis) yang menghubungkan titik-titik rawan longsor menuju shelter terdekat. Jalur evakuasi ini dirancang berdasarkan kriteria aksesibilitas, kondisi jalan, dan kedekatannya dengan kelas kerawanan tinggi, di mana sebagian besar dapat dilalui kendaraan roda empat, meskipun beberapa masih memerlukan perbaikan infrastruktur. Sebanyak lima titik shelter ditempatkan di fasilitas umum seperti sekolah, masjid, dan kantor desa yang berada di zona aman. Penentuan lokasi shelter mempertimbangkan aspek aksesibilitas, kapasitas ruang, serta jarak terhadap permukiman berisiko tinggi. Upaya perbaikan infrastruktur menuju shelter menjadi prioritas utama guna mendukung proses evakuasi yang efektif dan cepat dalam menghadapi bencana tanah longsor. The Ciater Sub-district demonstrates varying levels of landslide susceptibility, comprising 1,121.09 hectares categorized as low susceptibility, 3,909.92 hectares as moderate, and 1,400.39 hectares as high susceptibility areas. High-susceptibility zones are predominantly located on steep slopes with unstable geological formations, notably within Nagrak, Cibeusi, and Cibitung Villages. In contrast, areas such as Palasari and Sanca Villages, which feature more stable topographic and soil conditions, are generally classified as low susceptibility zones. This spatial distribution highlights the significant influence of topographical features, geological conditions, and land use patterns on landslide potential within the region. The susceptibility mapping was carried out using the Analytical Hierarchy Process (AHP), which produced reliable results with an overall accuracy of 90.4% and a Kappa coefficient of 85.6%. The User’s Accuracy reached 85.7% for high and moderate susceptibility classes, and 100% for the low susceptibility class, indicating the robustness of the AHP method in identifying landslide-prone areas. As part of structural mitigation efforts, six primary evacuation routes were designed using network analysis, linking high-risk zones to the nearest designated shelters. These routes were selected based on accessibility, road conditions, and proximity to high-susceptibility areas. While most routes are accessible to four-wheeled vehicles, certain segments require infrastructure improvements to enhance functionality. Furthermore, five evacuation shelters were strategically placed in public facilities such as schools, mosques, and village offices situated within safe zones. The selection of shelter locations took into account factors such as accessibility, spatial capacity, and distance from high-risk settlements. Improving infrastructure and road connectivity to these shelters is prioritized to support efficient and timely evacuation in the event of a landslide disaster.
