Abstract
Dengan luas wilayah 11.037 km2 dan jumlah penduduk sekitar 35,4 juta jiwa, wilayah metropolitan Jabodetabek merupakan metropolitan terbesar kedua di dunia (Demographia World Urban Areas, 2024). Jumlah peningkatan penduduk yang terus menerus terjadi akibat pertumbuhan dan perkembangan ekonomi di Jakarta Raya, khususnya di DKI Jakarta sebagai kota inti. Pertumbuhan ekonomi ini mendorong penduduk di kota-kota sekitar untuk bekerja dan beraktivitas pada pusat-pusat kegiatan di DKI Jakarta. Hal tersebut berdampak pada tingginya intensitas mobilitas komuter yang dapat menyebabkan berbagai jenis masalah. Maka dari itu, diperlukan pengembangan kawasan Transit Oriented Development (TOD) di kota Jakarta untuk memenuhi kebutuhan infrastruktur moda transportasi massal yang efektif, efisien, dan berkelanjutan untuk mengurangi beban lalu lintas serta mendukung mobilitas komuter yang tinggi. Salah satu proyek TOD yang dikembangkan dalam rangka meningkatkan aksesibilitas dan produktivitas pada kawasan Kereta Cepat Jakarta-Bandung adalah Halim Superblock yang terintegasi dengan Stasiun KCIC Halim di Jakarta Timur. Kawasan ini akan dikembangkan di Kecamatan Makasar, Jakarta Timur dengan konsep “A New Central Business District” dengan luas lahan 19,2 hektar. Sebagai calon kawasan bisnis yang potensial, diperlukan perencanan dan perancangan bangunan mixed use dengan fungsi shopping mall, perkantoran, dan hotel pada kawasan TOD Halim Superblock untuk mengintegrasikan antar fungsi bangunan dan transportasi dengan harapan TOD Halim dapat menjadi simpul perekonomian baru di kota Jakarta. With an area of 11,037 km2 and a population of approximately 35.4 million, the Greater Jakarta metropolitan area is the second largest metropolitan area in the world (Demographia World Urban Areas, 2024). The continuous increase in population is due to economic growth and development in Greater Jakarta, especially in DKI Jakarta as the core city. This economic growth encourages residents in surrounding cities to work and carry out activities in the activity centers in DKI Jakarta. This has an impact on the high intensity of commuter mobility which can cause various types of problems. Therefore, the development of Transit Oriented Development (TOD) areas in the city of Jakarta is needed to meet the need for effective, efficient, and sustainable mass transportation infrastructure to reduce traffic loads and support high commuter mobility. One TOD project that is being developed in order to improve accessibility and productivity in the Jakarta-Bandung High-Speed Rail area is the Halim Superblock which is integrated with the KCIC Halim Station in East Jakarta. This area will be developed in Makasar District, East Jakarta with the concept of "A New Central Business District" with a land area of 19.2 hectares. As a potential business area, planning and designing of mixed-use buildings with shopping mall, office, and hotel functions is needed in the Halim Superblock TOD area to integrate building and transportation functions with the hope that Halim TOD can become a new economic hub in the city of Jakarta.
