Abstract

Raja Ampat dikenal dengan keanekaragaman hayati yang luar biasa dan merupakan salah satu destinasi wisata dunia. Pengembangan pariwisata yang pesat berpotensi merusak ekosistem jika tidak dikelola secara berkelanjutan. Maka penelitian ini bertujuan uantuk mengkaji dan merancang pembangunan pariwisata olahraga berkelanjutan di Raja Ampat dengan fokus pada pemanfaatan potensi wisata alam bawah laut dan olahraga sebagai pendorong utama ekonomi lokal, sekaligus mendukung pelestarian lingkungan dan kesejahteraan masyarakat. Pendekatan penelitian ini menggunakan analisis eksploratif kualitatif dengan pengumpulan data melalui wawancara mendalam dengan stakeholder terkait, observasi lapangan, serta studi dokumentasi dan kajian literatur. Hasil penelitian menunjukkan bahwa potensi pariwisata olahraga di Raja Ampat seperti menyelam, berlayar, dan olahraga air lainnya memiliki potensi besar untuk meningkatkan pendapatan daerah dan menciptakan lapangan kerja. Sebagai langkah penting, rancangan Peraturan Daerah (Raperda) tentang pembangunan pariwisata olahraga berkelanjutan telah disusun untuk memberikan kerangka hukum yang jelas dalam pengelolaan pariwisata olahraga yang berorientasi pada keberlanjutan. Peraturan ini mencakup ketentuan tentang pembinaan dan pengembangan pariwisata olahraga, pengelolaan pariwisata olahraga, penyelenggaraan festival (event) pariwisata olahraga, peningkatan kualitas dan kuantitas pramuwisata olahraga, pengembangan kerja sama dan informasi pariwisata olahraga, pendanaan, koordinasi dan pengawasan pariwisata olahraga. Selain itu, hasil penelitian ini juga merencanakan program pariwisata olahraga berkelanjutan yang telah disusun, mencakup pengembangan destinasi peningkatan sumber daya manusia, mengembangkan bakat muda Raja Ampat, pengintegrasian masyarakat lokal, serta gaya hidup sehat sepanjang hayat yang memperhatikan aspek sosial budaya dan lingkungan berkelanjutan. Raja Ampat is known for its extraordinary biodiversity and is one of the world's tourist destinations. Rapid tourism development has the potential to damage the ecosystem if not managed sustainably. Therefore, this study aims to examine and design sustainable sports tourism development in Raja Ampat with a focus on utilizing the potential of underwater nature tourism and water sports as the main drivers of the local economy, while supporting environmental conservation and community welfare. This research approach uses qualitative exploratory analysis with data collection through in-depth interviews with relevant stakeholders, field observations, and documentation studies and literature reviews. The results of the study indicate that the potential for sports tourism in Raja Ampat, such as diving, sailing, and other water sports have great potential to increase regional income and create jobs, As an important step, a draft Regional Regulation (Raperda) on sustainable sports tourism development has been prepared to provide a clear legal framework in managing tourism that is oriented towards sustainability, This regulation includes provisions on the development and development of sports tourism, management of sports tourism, organizing sports tourism festivals or events, improving the quality and quantity of sports tour guides, developing cooperation and information on sports tourism; funding; coordination and supervision of sports tourism. In addition, the results of this study also plan a sustainable sports tourism program that has been prepared, including destination development, improving human resources, developing young Raja Ampat talent, integrating local communities, and a lifelong healthy lifestyle that takes into account socio-cultural and sustainable environmental aspects.
