    Abstract

    ABSTRAK-Bandung Raya sebagai salah satu wilayah metropolitan terbesar di Indonesia, memiliki tantangan yang pelik dan signifikan dalam aspek mobilitas, terutama terkait dengan kemacetan lalu lintas. Rendahnya tingkat penggunaan transportasi umum, yang hanya mencapai 13%, serta tingginya ketergantungan masyarakat pada kendaraan pribadi menyebabkan rasio kapasitas jalan (V/C ratio) mencapai 40% dan diprediksi mencapai 100% pada 2035. Salah satu solusi yang coba diberikan adalah pembangunan LRT Bandung Raya, namun, pembangunan infrastruktur transportasi bukanlah investasi yang murah. Konsep Rail + Property (R+P) diidentifikasi sebagai solusi untuk mendanai infrastruktur berikutnya, melalui pengembangan properti memanfaatkan kenaikan harga tanah di sekitar stasiun. Asia-Afrika, bagian dari Kawasan Pusat Kota Bersejarah yang dilewati koridor 1 diidentifikasi sebagai salah satu yang paling optimal untuk memaksimalkan R+P. Pengembangan di kawasan tersebut menuntut pendekatan sensitif, terhadap karakter dan identitas kawasan, oleh sebab itu perancangan menggunakan tema kontekstual, demi menciptakan harmoni antara sejarah dan masa depan Bandung. ABSTRACT-As one of biggest metropolitan area in Indonesia, Bandung faced a significant challenge regarding mobility, particularly concerning traffic congestion. Low transit ridership, only around 13%, and the overwhelmingly high dependency on private vehicle, has resulted in 40% V/C ratio and forecasted to reached 100% by 2035 if nothing is done to address the problem. In response Bandung Raya’s LRT project has been proposed and hailed as solution to relieve the traffic and increase transit ridership, but transit infrastructure project represent a substantial financial commitment. Rail+Property model emerge as a solution, the model leverage value capture through integrated property development around transit station to fund development of next infrastructure. Asia-Afrika, part of first corridor and located at Kawasan Pusat Kota Bersejarah (Historic City Centre), have been identified as optimum placement to maximise the R+P model. Development in Kawasan Pusat Kota Bersejarah demands a sensitive approach towards its peculiar character and identity, therefore contextualism chosen as the development theme, with goals to achieve a harmony of Bandung’s past and future.
