Abstract
Ketahanan pangan menjadi salah satu isu strategis bagi wilayah perkotaan seperti Kota Cimahi. Pada penelitian yang dilakukan pada tahun 2020 menjelaskan bahwa Kota Cimahi memiliki tingkat ketahanan pangan yang relatif rendah dibandingkan daerah lain di Jawa Barat. Kondisi ini diperparah oleh faktor lain seperti pertumbuhan penduduk dan urbanisasi, kemiskinan dan keterjangkauan fasilitas. Penelitian ini bertujuan untuk menganalisis sebaran ketahanan pangan berdasarkan indeks akses dan pemanfaatan pangan di Kota Cimahi pada tingkat kelurahan atau desa, mengetahui sebaran ketahanan pangan tiap desa atau kelurahan menggunakan metode pembobotan, serta mengkaji keterkaitan pola spasial fasilitas publik yang ada di Kota Cimahi dengan kondisi ketahanan pangan menggunakan analisis Average Nearest Neighbor (ANN). Penelitian menggunakan metode berbasis sistem informasi geografis (SIG) dengan data sekunder tahun 2024 yang mencakup 8 indikator ketahanan pangan sesuai dengan pendekatan yang ditetapkan pada food security and vulnerability (FSVA) untuk wilayah perkotaan, serta sebaran lokasi fasilitas publik (kesehatan, pendidikan, ekonomi). Hasil penelitian menunjukkan bahwa pada tahun 2024, rata-rata kelurahan di Kota Cimahi berada dalam kategori tahan pangan (prioritas 5), dengan nilai indeks gabungan sebesar 67,22. Pada indikator akses pangan, beberapa kelurahan seperti Cibeureum, Padasuka, dan Cimahi tergolong dalam kategori agak rawan pangan (prioritas 3), dengan persentase penduduk miskin menjadi indikator yang paling berpengaruh. Untuk indikator pemanfaatan pangan secara umum menunjukkan kondisi tahan pangan, dengan rata-rata indeks sebesar 38,51 (prioritas 5). Analisis spasial menggunakan metode Average Nearest Neighbor (ANN) menunjukkan masih adanya ketimpangan distribusi fasilitas pendidikan, karena cenderung mengelompok di pusat kota (NNRatio: 0,76), sementara fasilitas ekonomi dan kesehatan sudah tersebar. Namun, hasil overlay dengan peta sebaran ketahanan pangan mengungkap bahwa wilayah seperti Cipageran dan Padasuka masih belum terjangkau secara optimal dalam radius 1 km. Kata Kunci : Ketahanan Pangan, GIS, ANN. Food security is a strategic issue for urban areas like Cimahi City. A 2020 study found that Cimahi City has a relatively low level of food security compared to other areas in West Java. This situation is exacerbated by other factors such as population growth and urbanization, poverty, and accessibility of facilities. This study aims to analyze the distribution of food security based on the food access and utilization index in Cimahi City at the sub-district or village level, determine the distribution of food security in each village or sub-district using a weighting method, and examine the relationship between the spatial pattern of public facilities in Cimahi City and food security conditions using Average Nearest Neighbor (ANN) analysis. The study used a geographic information system (GIS)-based method with secondary data from 2024 covering 8 food security indicators in accordance with the established approach in food security and vulnerability (FSVA) for urban areas, as well as the distribution of public facilities (health, education, economic). The results showed that in 2024, the average sub-district in Cimahi City was in the food secure category (priority 5), with a combined index value of 67.22. In the food access indicator, several sub-districts such as Cibeureum, Padasuka, and Cimahi were classified as somewhat food insecure (priority 3), with the percentage of poor population being the most influential indicator. The food utilization indicator generally showed a food secure condition, with an average index of 38.51 (priority 5). Spatial analysis using the Average Nearest Neighbor (ANN) method shows that educational facilities remain unequally distributed, tending to be clustered in the city center (NNR ratio: 0.76), while economic and healthcare facilities are more widely distributed. However, overlay results with a food security distribution map reveal that areas such as Cipageran and Padasuka are still not optimally covered within a 1-km radius. Keywords: Food Security, GIS, ANN
