Abstract

Penelitian ini dilaksanakan di Kecamatan Cibadak dan Jampang Tengah, Kabupaten Sukabumi, yang diusulkan sebagai calon ibu kota kabupaten baru dalam rencana pemekaran wilayah. Latar belakang penelitian ini adalah adanya ketimpangan distribusi dan kebutuhan infrastruktur publik yang berpotensi memengaruhi keberhasilan pemekaran daerah. Permasalahan utama yang diangkat adalah bagaimana mengevaluasi potensi kedua kecamatan tersebut melalui pemetaan distribusi dan ketersediaan infrastruktur publik guna mendukung perencanaan pemekaran yang efektif dan berkelanjutan. Tujuan penelitian ini adalah menentukan pusat pelayanan infrastruktur publik, menganalisis distribusi dan peran fasilitas melalui metode skalogram, indeks sentralitas, serta analisis gravitasi, dan menghasilkan rekomendasi pengembangan infrastruktur publik untuk mendukung pemekaran Kabupaten Sukabumi. Metode yang digunakan adalah kuantitatif dengan pendekatan analisis spasial berbasis Sistem Informasi Geografis (SIG). Analisis dilakukan melalui tiga teknik, yaitu skalogram untuk mengukur hierarki pelayanan, indeks sentralitas untuk melihat dominasi wilayah, dan analisis gravitasi untuk menilai kekuatan interaksi spasial berdasarkan aksesibilitas. Hasil penelitian menunjukkan bahwa Kecamatan Cibadak memiliki infrastruktur publik yang lebih merata dan aksesibilitas lebih tinggi dibandingkan Kecamatan Jampang Tengah yang masih mengalami kekurangan fasilitas dasar. Analisis skalogram dan indeks sentralitas menegaskan perbedaan hierarki pelayanan, sementara analisis gravitasi memperlihatkan variasi interaksi antarwilayah yang menjadi dasar penentuan prioritas pembangunan. Penelitian ini merekomendasikan peningkatan fasilitas dasar, pengembangan pusat layanan baru, serta perbaikan konektivitas antar desa untuk memperkuat kesiapan wilayah sebagai ibu kota baru. Bagi penelitian selanjutnya, disarankan untuk memasukkan variabel sosial-ekonomi dan lingkungan agar diperoleh gambaran yang lebih komprehensif terhadap dinamika pemekaran daerah. This study was conducted in Cibadak and Jampang Tengah subdistricts, Sukabumi Regency, which were proposed as candidates for the new regency capital in the regional expansion plan. The background of this study was the imbalance in the distribution and need for public infrastructure, which had the potential to affect the success of regional expansion. The main issue raised is how to evaluate the potential of the two subdistricts through mapping the distribution and availability of public infrastructure to support effective and sustainable expansion planning. The objectives of this study are to determine the center of public infrastructure services, analyze the distribution and role of facilities through the scalogram method, centrality index, and gravity analysis, and produce recommendations for public infrastructure development to support the expansion of Sukabumi Regency. The method used is quantitative with a spatial analysis approach based on Geographic Information Systems (GIS). The analysis was conducted using three techniques, namely scalograms to measure service hierarchy, centrality indices to examine regional dominance, and gravity analysis to assess the strength of spatial interactions based on accessibility. The results of the study show that Cibadak Subdistrict has more equitable public infrastructure and higher accessibility compared to Jampang Tengah Subdistrict, which still lacks basic facilities. Scalogram and centrality index analyses confirm differences in service hierarchy, while gravity analysis reveals variations in inter-regional interactions that form the basis for determining development priorities. This study recommends improving basic facilities, developing new service centers, and improving connectivity between villages to strengthen the region's readiness as a new capital. For further research, it is recommended to include socioeconomic and environmental variables to obtain a more comprehensive picture of the dynamics of regional expansion.
