Abstract

Perusahaan Daerah Air Minum (PDAM) Tirtawening Kota Bandung sebagai Badan Usaha Milik Daerah (BUMD). Permasalahan yang menjadi kajian dalam penelitian ini adalah rendahnya efektivitas kerja karyawan. Kondisi tersebut ditandai dengan belum tercapainya target yang ditetapkan berupa data rekapitulasi jumlah pelanggan. Hal itu yang terjadi karena Sumber Daya Manusia (SDM) yang masih rendah. Tujuan penelitian ini adalah untuk memperoleh gambaran efektivitas pengembangan Sumber Daya Manusia (SDM), memperoleh gambaran mengenai tingkat efektivitas kerja karyawan, dan untuk mengetahui apakah ada pengaruh pengembangan Sumber Daya Manusia (SDM) terhadap efektivitas kerja karyawan. Penelitian ini menggunakan metode survey, dengan teknik pengumpulan data dengan cara penyebaran angket dengan menggunakan skala pengukuran rating scale, yang dikumpulkan dari responden dengan ukuran populasi 72 orang karyawan yang bekerja pada Bagian Penagihan di PDAM Tirtawening Kota Bandung. Teknik analisis data yang digunakan dalam penelitian ini adalah uji regresi linier sederhana. Berdasarkan hasil penelitian, diperoleh informasi bahwa pengembangan sumber daya manusia dan efektivitas kerja karyawan berada pada kategori cukup. Dari hasil uji hipotesis diperoleh bahwa pengembangan Sumber Daya Manusia (SDM) berpengaruh terhadap efektivitas kerja karyawan pada Bagian Penagihan di PDAM Tirtawening Kota Bandung. Regional Water Company (PDAM) Tirtawening Bandung as a Provincial Enterprise (BUMD).The problem that was analyzed in this research is the low effectiveness of the employees. The condition was indicated by not achieving the target that has set that shown in data in form of recapitulation of the customer. It happened because the Human Resources (HR) is still low. The purpose of this research was to obtain a picture of te effectiveness of human resource development, obtain an overview of the level of effectiveness of the employees, and to determine if there is an influence on the development of human resources to the effectiveness of the employess. This research using a survey method, the data collecting technique is by distributing questionnaires that using a rating scale of measurement scales, the questionnaires were collected from respondents with a population size of 72 employees who work in Billing section in PDAM Tirtawening Bandung. The data analysis technique used in this research is simple linear regression technique. Based on the research result, obtained an information that the development of human resources and employees effectiveness are in the sufficient category. From the test results can be obtained that the hypothesis of the development of human resources has a positive effect on the employees effectiveness of the Billing section in PDAM Tirtawening Bandung
