    Abstract

    Penelitian ini bertujuan mengevaluasi kelayakan finansial renovasi Gedung Eksekutif Griya Puspa di RSUP Persahabatan sebagai strategi peningkatan pendapatan dan efisiensi layanan. Latar belakang investasi ini didasarkan pada dua justifikasi utama: kewajiban teknis dan amanat strategis. Secara teknis, usia gedung yang telah melampaui 20 tahun menciptakan kesenjangan kepatuhan terhadap standar wajib dalam Peraturan Menteri Kesehatan No. 24 Tahun 2016 tentang Persyaratan Teknis Bangunan Rumah Sakit. Secara strategis, renovasi ini mendukung kebijakan Direktorat Jenderal Pelayanan Kesehatan Kemenkes RI yang mendorong rumah sakit vertikal untuk memiliki layanan unggulan (flagship) guna menekan jumlah WNI yang berobat ke luar negeri, sekaligus menjawab tantangan rasio pendapatan terhadap biaya operasional (POBO) yang masih 73,05%. Penelitian ini menggunakan pendekatan kuantitatif dengan metode evaluasi kelayakan berbasis Capital Budgeting, meliputi Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR), Payback Period (PP), dan Return on Investment (ROI) berdasarkan proyeksi arus kas selama 20 tahun. Hasil evaluasi menunjukkan nilai NPV positif sebesar Rp 276.789.177.056 (NPV > 0), IRR sebesar 46,1% (IRR > MARR 5,5%), BCR sebesar 1,6 (BCR > 1), PP selama 6 tahun 4 bulan (PP < umur proyek), dan ROI mencapai 216% pada tahun ke-20. Berdasarkan kelima parameter tersebut, proyek renovasi ini dinyatakan sangat layak secara finansial dan dapat menjadi referensi strategis bagi pengembangan kemandirian finansial rumah sakit vertikal lainnya di Indonesia. This study aims to evaluate the financial feasibility of the Griya Puspa Executive Building renovation at Persahabatan General Hospital as a strategy to enhance revenue and service efficiency. The investment is underpinned by two primary justifications: technical obligation and strategic mandate. Technically, the building's age of over 20 years created a compliance gap with the mandatory standards stipulated in the Minister of Health Regulation No. 24 of 2016 concerning Technical Requirements for Hospital Buildings. Strategically, the renovation supports the policy of the Directorate General of Health Services of the Indonesian Ministry of Health, which encourages vertical hospitals to develop flagship services to reduce the number of Indonesian citizens seeking treatment abroad, while also addressing the low revenue-to-operating-cost ratio (POBO) of 73.05%. This study employs a quantitative approach with a Capital Budgeting-based feasibility evaluation method, including Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR), Payback Period (PP), and Return on Investment (ROI) based on a 20-year cash flow projection. The evaluation yields a positive NPV of IDR 276,789,177,056 (NPV > 0), an IRR of 46.1% (IRR > MARR 5.5%), a BCR of 1.6 (BCR > 1), a PP of 6 years and 4 months (PP < project lifespan), and an ROI reaching 216% in the 20th year. Based on all five parameters, this renovation project is deemed highly feasible financially and can serve as a strategic reference for developing the financial independence of other vertical hospitals in Indonesia.
