    Abstract

    Penelitian ini mengkaji pengaruh servant leadership terhadap disiplin kerja pegawai dengan employee voice behavior sebagai variabel mediasi di Dinas Komunikasi dan Informatika Kabupaten Garut. Rendahnya disiplin kerja pegawai, khususnya dalam aspek kehadiran dan ketaatan terhadap peraturan waktu kerja, menjadi perhatian utama dalam meningkatkan kualitas pelayanan publik. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan metode survei. Responden terdiri dari 46 pegawai di Dinas Komunikasi dan Informatika Kabupaten Garut. Data dikumpulkan menggunakan kuesioner dengan rating scale 5 skor, yang mengukur variabel servant leadership, employee voice behavior, dan disiplin kerja. Analisis data dilakukan menggunakan regresi linear berganda sebagai basis perhitungan analisis mediasi berupa analisis jalur. Hasil penelitian menunjukkan bahwa: (1) kekuatan servant leadership berada pada sedang; (2) tingkat efektivitas employee voice behavior berada pada kategori sedang; (3) tingkat disiplin kerja pegawai berada pada kategori sedang; (4) servant leadership berpengaruh positif terhadap disiplin kerja pegawai; (5) servant leadership berpengaruh positif terhadap employee voice behavior; (6) employee voice behavior berpengaruh positif terhadap disiplin kerja pegawai; dan (7) employee voice behavior memediasi pengaruh servant leadership terhadap disiplin kerja pegawai. Implikasi penelitian ini menunjukkan perlunya peningkatan kemampuan kepemimpinan dalam aspek memulihkan emosi. Penerapan servant leadership yang lebih komprehensif dan didukung oleh peningkatan employee voice behavior diharapkan dapat membantu meningkatkan disiplin kerja pegawai. Pimpinan dan pengelola organisasi disarankan untuk mempertimbangkan strategi-strategi yang mendorong komunikasi dua arah yang lebih efektif serta mengembangkan budaya kerja yang mendukung partisipasi aktif pegawai dalam perbaikan organisasi. This research examines the influence of servant leadership on employee work discipline with employee voice behavior as a mediating variable at the Communication and Informatics Office of Garut Regency. The low level of employee work discipline, particularly in aspects of attendance and compliance with working time regulations, has become a primary concern in improving public service quality. This study employs a descriptive quantitative approach with survey method. The respondents consist of 46 employees at the Communication and Informatics Office of Garut Regency. Data were collected using a questionnaire with a 5-point rating scale, measuring variables of servant leadership, employee voice behavior, and work discipline. Data analysis was conducted using multiple linear regression as the basis for calculating mediation analysis in the form of path analysis. The research findings indicate that: (1) the effectiveness of servant leadership is in the medium category; (2) the level of employee voice behavior is in the medium category; (3) the level of employee work discipline is in the medium category; (4) servant leadership has a positive influence on employee work discipline; (5) servant leadership has a positive influence on employee voice behavior; (6) employee voice behavior has a positive influence on employee work discipline; and (7) employee voice behavior mediates the influence of servant leadership on employee work discipline. The implications of this research demonstrate the need for improving leadership capabilities in aspects of emotional healing. The implementation of more comprehensive servant leadership supported by enhanced employee voice behavior is expected to help improve employee work discipline. Leaders and organizational managers are recommended to consider strategies that promote more effective two-way communication and develop a work culture that supports active employee participation in organizational improvement.
