    Abstract

    Pelabuhan Penyeberangan Merak merupakan salah satu jalur logistik vital di Indonesia yang terus menghadapi ancaman serius dari praktik kendaraan Over Dimension Over Loading (ODOL). Fenomena ini tidak hanya memicu insiden fatal seperti patahnya rampdoor kapal dan truk terguling, tetapi juga menyebabkan kerugian infrastruktur negara yang mencapai triliunan rupiah setiap tahunnya. Penelitian ini bertujuan merancang dan mengembangkan sistem mitigasi terintegrasi bernama SIGARA (Sistem Penegakan Kendaraan) untuk mengatasi permasalahan tersebut. Dengan menggunakan pendekatan Research and Development (R&D) melalui model Borg dan Gall serta perancangan sistem model Waterfall, SIGARA dibangun untuk menjadi solusi penegakan hukum berbasis teknologi. Mekanisme utamanya adalah mengintegrasikan platform tiket Ferizy milik PT. ASDP dengan database Bukti Lulus Uji Elektronik (BLUe) milik Kementerian Perhubungan. Ketika kendaraan memasuki gerbang pelabuhan, sensor dimensi dan timbangan Weight in Motion (WIM) secara otomatis mengukur data aktual kendaraan. Data ini kemudian diverifikasi secara real-time dengan data JBI dan dimensi yang terdaftar di BLUe. Jika ditemukan ketidaksesuaian, sistem secara otomatis akan menolak penerbitan boarding pass, sehingga mencegah kendaraan ODOL masuk ke kapal. Melalui pengujian fungsional black box testing dan validasi lapangan lewat public hearing bersama PT. ASDP dan BPTD Kelas II Banten, sistem SIGARA terbukti andal dan efektif. Implementasi sistem ini diharapkan mampu menekan angka kecelakaan, memperpanjang usia pakai infrastruktur, serta meningkatkan efisiensi dan keselamatan operasional di Pelabuhan Merak. Merak Port, a vital logistics route in Indonesia, continually faces serious threats from the practice of Over Dimension Over Loading (ODOL) vehicles. This phenomenon not only triggers fatal incidents such as broken ship rampdoors and overturned trucks but also causes state infrastructure losses amounting to trillions of rupiah annually. This research aims to design and develop an integrated mitigation system called SIGARA (Vehicle Enforcement System) to address this issue. Using a Research and Development (R&D) approach with the Borg and Gall model and a Waterfall system design model, SIGARA was built to be a technology-based law enforcement solution. Its core mechanism is to integrate the Ferizy ticketing platform, owned by PT. ASDP, with the Ministry of Transportation's Electronic Test Pass Proof (BLUe) database. As a vehicle enters the port gate, dimension sensors and Weight in Motion (WIM) scales automatically measure the vehicle's actual data. This data is then verified in real-time against the permitted gross vehicle weight (JBI) and dimension data registered in BLUe. If a discrepancy is found, the system automatically denies the issuance of a boarding pass, thus preventing the ODOL vehicle from entering the ship. Through functional black box testing and field validation via public hearings with PT. ASDP and BPTD Class II Banten, the SIGARA system has been proven reliable and effective. The implementation of this system is expected to reduce accident rates, extend infrastructure lifespan, and enhance operational efficiency and safety at Merak Port.
