    Abstract

    Penelitian ini mengkaji konseptualisasi kewarganegaraan yang baik di era digital dengan melampaui dikotomi dutiful dan actualizing citizenship melalui pendekatan relasional. Dengan menggunakan Constructivist Grounded Theory (Charmaz, 2006), penelitian ini mengintegrasikan Teori Sosial Kognitif (Bandura), Teori Norma Sosial (Cialdini), dan Ontologi Sosial Demokrasi (Frega). Data diperoleh melalui wawancara mendalam terhadap 12 pengguna aktif media sosial, observasi, dan dokumentasi, kemudian dianalisis secara menggunakan MAXQDA 24. Hasil penelitian menunjukkan bahwa keterlibatan warga negara di media sosial merupakan praktik reflektif, bukan sekadar respons spontan, yang melahirkan profil warga negara terinformasi yang kritis, adaptif, dan etis. Untuk menjawab kebutuhan tersebut, dikembangkan Model Netizenship Education, yaitu kerangka pendidikan kewarganegaraan integratif berbasis dimensi kognitif, afektif, dan keterampilan. Proses menjadi warga negara terinformasi berlangsung melalui jalur reflektif-transformasional yang dipandu spektrum pengalaman digital resonansi digital, disonansi epistemik, paparan beracun, dan keterlibatan bermakna. Penelitian ini juga mengidentifikasi empat norma kewarganegaraan digital yang bersifat emergen dan intersubjektif: Norma Interformatif, Reflektif-Sirkular, Ekologi Moral, dan Ko-Etik Digital, yang berkembang dari praktik relasional warga. Selain itu, ditemukan empat tipologi kewarganegaraan: Tipologi Isotopik dan Resonansial-Taktis memperkuat demokrasi konektif melalui mobilisasi cepat, perluasan isu, dan resonansi jejaring, sedangkan tipologi Infrasonik dan Magnetik-Kritis menopang demokrasi deliberatif melalui argumentasi berbasis data, pengujian klaim publik, dan dialog lintas perbedaan. Analisis ini menegaskan pentingnya model demokrasi hibrida mengintegrasikan dimensi konektivitas dan deliberasi yang memungkinkan transisi dari mobilisasi jejaring menuju deliberasi kritis dan berkelanjutan. Penelitian ini menegaskan bahwa kewarganegaraan digital adalah praktik sosial yang dinamis, reflektif, dan situasional, yang memperkuat daya tahan demokrasi Indonesia melalui etika informasi dan relasi antarwarga. This study examines the conceptualization of good citizenship in the digital era by transcending the dichotomy of dutiful and actualizing citizenship through a relational approach. Employing Constructivist Grounded Theory (Charmaz, 2006), the research integrates Social Cognitive Theory (Bandura), Social Norm Theory (Cialdini), and the Social Ontology of Democracy (Frega). Data were collected through in-depth interviews with 12 active social media users, observations, and documentation, subsequently analyzed using MAXQDA 24. The findings reveal that citizen engagement on social media constitutes a reflective practice, rather than merespontaneous responses, resulting in the emergence of a critical, adaptive, and ethical informed citizen profile. To address this need, a Model of Netizenship Education was developed, which serves as an integrative framework for citizenship education grounded in cognitive, affective, and skill-based dimensions. The process of becoming an informed citizen unfolds through a reflective-transformational pathway guided by a spectrum of digital experiences, including digital resonance, epistemic dissonance, toxic exposure, and meaningful engagement. Additionally, the study identifies four emergent and intersubjective norms of digital citizenship: Informative Norm, Reflective-Circular Norm, Moral Ecology, and Co-Ethical Norm, which evolve from relational citizen practices. Furthermore, it uncovers four typologies of citizenship: Isotopic and Resonant-Tactical typologies reinforce connective democracy through rapid mobilization, issue expansion, and network resonance, whereas Infrasonic and Magnetic-Critical typologies support deliberative democracy through data-driven argumentation, public claim testing, and cross-difference dialogue. This analysis underscores the significance of a hybrid democracy model that integrates connectivity and deliberation dimensions, facilitating the transition from network mobilization to critical and sustained deliberation. This research asserts that digital citizenship is a dynamic, reflective, and situational social practice that enhances the resilience of Indonesian democracy through information ethics and inter-citizen relations.
