Abstract
Penelitian ini bertujuan untuk mengkaji makna kewarganegaraan komunitas Bissu di Kabupaten Bone dalam perspektif civic culture serta menelaah pandangan mereka terhadap hak-hak budaya dan dinamika eksistensi mereka di tengah arus modernisasi dan homogenisasi nilai sosial. Pendekatan yang digunakan adalah fenomenologi dengan teknik pengumpulan data berupa wawancara mendalam, observasi non-partisipatif, studi dokumentasi, dan catatan lapangan. Hasil penelitian menunjukkan bahwa komunitas Bissu memaknai kewarganegaraan tidak hanya sebagai status administratif, tetapi sebagai perjuangan untuk memperoleh pengakuan identitas kultural dan ruang partisipasi dalam kehidupan berbangsa. Mereka juga menunjukkan kesadaran kritis terhadap hak-hak budaya dan kekayaan intelektual mereka, meskipun pengakuan UNESCO atas Tari Sere Bissu belum diikuti perlindungan hukum di tingkat lokal. Dinamika eksistensi komunitas Bissu ditandai oleh marginalisasi struktural, tetapi solidaritas internal dan dukungan masyarakat lokal menjadi modal sosial yang memperkuat ketahanan kultural mereka. Penelitian ini menegaskan bahwa pengakuan formal terhadap komunitas Bissu sebagai warga negara kultural merupakan langkah penting untuk memperkuat civic culture yang inklusif di Indonesia. This study aims to examine the meaning of citizenship for the Bissu community in Bone Regency from the perspective of civic culture and to explore their views on cultural rights and their existential dynamics amid modernization and social value homogenization. A phenomenological approach was employed, utilizing in-depth interviews, non-participant observation, and document analysis. The findings reveal that the Bissu community perceives citizenship not merely as an administrative status but as a struggle to gain cultural identity recognition and participatory space in national life. They exhibit critical awareness of their cultural rights and intellectual property, although UNESCO's recognition of Sere Bissu Dance has not been followed by adequate legal protection at the local level. The existential dynamics of the Bissu community are marked by structural marginalization, but internal solidarity and local community support serve as social capital strengthening their cultural resilience. This study highlights that formal recognition of the Bissu as cultural citizens is crucial to reinforcing an inclusive civic culture in Indonesia.
