    Abstract

This study aims to examine the meaning of citizenship for the Bissu community in Bone Regency from the perspective of civic culture and to explore their views on cultural rights and their existential dynamics amid modernization and social value homogenization. A phenomenological approach was employed, utilizing in-depth interviews, non-participant observation, and document analysis. The findings reveal that the Bissu community perceives citizenship not merely as an administrative status but as a struggle to gain cultural identity recognition and participatory space in national life. They exhibit critical awareness of their cultural rights and intellectual property, although UNESCO's recognition of Sere Bissu Dance has not been followed by adequate legal protection at the local level. The existential dynamics of the Bissu community are marked by structural marginalization, but internal solidarity and local community support serve as social capital strengthening their cultural resilience. This study highlights that formal recognition of the Bissu as cultural citizens is crucial to reinforcing an inclusive civic culture in Indonesia.
