    Abstract

    Indonesia merupakan salah satu negara dengan tingkat risiko gempa bumi dan tsunami tertinggi di dunia. Namun, sistem informasi manajemen bencana yang tersedia masih menghadapi sejumlah keterbatasan, seperti rendahnya literasi kebencanaan masyarakat, maraknya penipuan donasi, lemahnya koordinasi antar instansi, dan kurangnya perhatian terhadap pemulihan psikologis korban. Penelitian ini bertujuan untuk merancang prototipe sistem informasi penanggulangan bencana gempa bumi yang mencakup seluruh fase kebencanaan. Selain itu, penelitian ini juga mengukur tingkat kemudahan penggunaan prototipe oleh masyarakat dan instansi terkait, serta membandingkannya dengan sistem yang telah ada guna mengevaluasi keunggulan dan potensi pengembangannya. Metode yang digunakan adalah Research and Development (RnD) dengan pendekatan Lean UX, melalui perancangan Minimum Viable Product (MVP) dalam bentuk prototipe mid dan high fidelity. Hasil pengujian menunjukkan bahwa seluruh skenario berjalan sesuai harapan melalui metode black box testing. Pengujian usabilitas dengan metode Single Ease Question (SEQ) menunjukkan tingkat kemudahan pada penggunaan prototipe, dan skor System Usability Scale (SUS) menunjukkan kategori acceptable. Keterbaharuan dalam penelitian ini terletak pada penggunaan framework permissioned Blockchain untuk menjamin transparansi dan akuntabilitas data, serta integrasi seluruh fase bencana gempa bumi dalam satu sistem informasi yang terpadu. Indonesia is one of the countries with the highest level of earthquake and tsunami risk in the world. However, the available disaster management information system still faces several limitations, including low public disaster literacy, rampant donation fraud, weak coordination among agencies, and a lack of attention to the psychological recovery of victims. This research aims to design a prototype earthquake disaster management information system that encompasses all phases of disaster management. Additionally, the research evaluates the ease of use of the prototype within the community and related institutions and compares it with existing systems to assess its advantages and development potential. The method employed is Research and Development (RnD) with a Lean UX approach, involving the design of a Minimum Viable Product (MVP) in the form of mid and high-fidelity prototypes. The test results show that all scenarios run as expected through the black box testing method. Usability testing using the Single Ease Question (SEQ) method shows the ease of use of the prototype, and the System Usability Scale (SUS) score shows in the acceptable category. The novelty of this research lies in the use of a permissioned Blockchain framework to ensure data transparency and accountability, as well as the integration of all phases of the earthquake disaster into a single integrated information system.
