Abstract

Pelabuhan Sunda Kelapa adalah pelabuhan bersejarah yang akan dikembangkan dengan menggabungkan aktivitas bongkar muat konvensional dan pariwisata heritage. Jika dinilai dari perspektif pariwisata, Pelabuhan Sunda Kelapa masih menghadapi permasalahan dalam aspek atraksi, aksesibilitas, dan amenitas (3A) sebagai penilaian dasar dari industri wisata yang dikatakan baik. Penelitian ini bertujuan untuk mengidentifikasi dan menilai kondisi eksisting, merumuskan strategi untuk mendukung rencana pengembangan, dan menentukan prioritas strategi yang sudah dirumuskan menggunakan pendekatan mix method. Metode pengumpulan data yang digunakan mencakup kuesioner, wawancara, observasi. Sedangkan untuk analisis data menggunakan kategorisasi skala interval, SWOT, Analytical Hierarchy Process (AHP), dan algoritma Simulated Annealing. Hasil penelitian menunjukkan bahwa kualitas 3A masih dinilai cukup oleh wisatawan, sehingga perlu dilakukan peningkatan, terutama pada fasilitas dan manajemen kawasan. Dari empat strategi yang didapatkan dari perumusan SWOT, ditemukan strategi prioritas tertinggi adalah pengembangan fasilitas wisata dan penguatan promosi digital. Adapun dalam menunjang salah satu strategi lainnya yaitu pengembangan paket wisata dan kuliner terintegrasi yang berfokus pada paket wisata melalui lima titik tujuan rute wisata optimal menggunakan Simulated Annealing yang memperoleh total jarak terpendek 8,40 km yaitu, Pelabuhan Sunda Kelapa – Kawasan Kota Tua – Gudang Tua VOC – Museum Bahari – Masjid Luar Batang – Pelabuhan Sunda Kelapa. conventional loading and unloading activities with heritage tourism. From a tourism perspective, Sunda Kelapa Port still faces problems in terms of attractions, accessibility, and amenities (3A) as the basic assessment of a good tourism industry. This study aims to identify and assess the existing conditions, formulate strategies to support the development plan, and determine the priorities of the formulated strategies using a mixed-method approach. The data collection methods used include questionnaires, interviews, and observations. For data analysis, the following methods were employed: interval scale categorization, SWOT analysis, Analytical Hierarchy Process (AHP), and the Simulated Annealing algorithm. The research results indicate that the 3A quality is still considered adequate by tourists, so improvements are needed, particularly in facilities and area management. Among the four strategies derived from the SWOT analysis, the highest priority strategy is the development of tourism facilities and the strengthening of digital promotion. Additionally, to support one of the other strategies—the development of integrated tourism and culinary packages focused on tourism packages through five optimal tourist route destinations—Simulated Annealing was used to determine the shortest total distance of 8.40 km: Sunda Kelapa Harbor – Kota Tua (Old Town) – Old VOC Warehouses – Maritime Museum – Luar Batang Mosque – Sunda Kelapa Harbor.
