    Abstract

    Penelitian ini dilatarbelakangi oleh maraknya kasus kekerasan seksual pada anak yang hingga kini masih menjadi isu serius di indonesia. Perlindungan terhadap anak bukan hanya menjadi tanggung jawab orang tua, keluarga, dan pemerintah, tetapi juga masyarakat. Sebagai upaya pencegahan, Kementerian Pemberdayaan Perempuan dan Perlindungan Anak merancang program Perlindungan Anak Terpadu Berbasis Masyarakat (PATBM) yang melibatkan partisipasi masyarakat dalam pelaksanaannya. Penelitian ini bertujuan untuk mendeskripsikan data mengenai proses pemberdayaan, bentuk partisipasi masyarakat, serta faktor-faktor yang mendorong keterlibatan masyarakat dalam keberhasilan upaya pencegahan dan penanggulangan kekerasan seksual pada anak melalui program PATBM di Kelurahan Cimahpar, Kota Bogor. Kajian teori yang digunakan dalam penelitian ini yaitu teori pemberdayaan masyarakat dan partisipasi masyarakat. Penelitian ini menggunakan metode studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini melalui wawancara dan dokumentasi. Informan penelitian menggunakan purposive sampling berjumlah 4 informan diantaranya satu staf DP3A, satu orang koordinator program, dan dua orang masyarakat yang berpartisipasi terhadap program. Lokasi penelitian ini dilaksanakan di Kelurahan Cimahpar, Kota Bogor. Hasil penelitian menunjukan: 1) Adanya proses pemberdayaan melalui tiga tahapan yaitu penyadaran, transformasi, dan pengayaan. 2) Masyarakat terlibat aktif dalam berbagai bentuk partisipasi, termasuk partisipasi tenaga, sosial, buah pikiran, keterampilan, dan harta benda. 3) Keberhasilan program PATBM di Kelurahan Cimahpar dipengaruhi oleh dorongan moral, ketersediaan waktu serta kepedulian masyarakat terhadap isu perlindungan anak. This research is motivated by the increasing number of cases of child sexual violence, which remain a serious issue in Indonesia. Child protection is not only the responsibility of parents, families, and the government, but also of the community. As a preventive effort, the Ministry of Women’s Empowerment and Child Protection designed the Community-Based Integrated Child Protection Program, which involves community participation in its implementation. The purpose of this research is to describe data on the empowerment process, forms of community participation, and the factors that encourage community involvement in the success of efforts to prevent and address child sexual violence through the PATBM program in Cimahpar Sub-district, Bogor City. The theoretical framework used in this research consists of community empowerment theory and community participation theory. This study employs a case study method with a qualitative approach. Data were collected through interviews and documentation. The research informants, selected using purposive sampling, consisted of four individuals: one staff member from the Office of Women’s Empowerment and Child Protection, one program coordinator, and two community members participating in the program. The study was conducted in Cimahpar Sub-district, Bogor City. The findings reveal that: 1) The empowerment process occurs in three stages: awareness, transformation, and enrichment. 2) The community is actively involved through various forms of participation, including contributions of labor, social participation, ideas, skills, and resources. 3) The success of the PATBM program in Cimahpar Sub-district is influenced by moral encouragement, the availability of time, and the community’s concern for child protection issues.
