    Abstract

    This study investigates the impact of the Integrated Financial Management Information System (IFMIS) on financial transparency and accountability in Ghana’s local governments, considering the moderating effects of economic factors and digital infrastructure. Using a cross-sectional survey design, data were collected from all 261 Metropolitan, Municipal, and District Assemblies (MMDAs) in Ghana. Structural Equation Modeling with Partial Least Squares (PLS-SEM) was applied to examine the effects of budget-related practices, revenue management procedures, and e-procurement systems within IFMIS. Results show that all three practices significantly improve financial transparency and accountability through streamlined budgeting, real-time reporting, and enhanced data accuracy. The availability of digital infrastructure significantly strengthens the impact of budget, revenue, and procurement practices on transparency. However, e-procurement shows a negative interaction, possibly due to system complexity or limited user proficiency. While infrastructure quality enhances the effectiveness of eprocurement, it has no significant effect on budget practices and slightly weakens revenue procedures, likely due to transitional challenges. Economic factors fiscal stability, inflation, and economic growth, moderately influence IFMIS outcomes. Economic growth amplifies the effects of budget and revenue practices; inflation reduces the effectiveness of e-procurement, while fiscal stability has no significant moderating impact. The study concludes that optimal IFMIS performance in local governance relies on strategic investments in digital infrastructure and maintaining macroeconomic stability. These findings underscore the need for context-specific reforms to enhance public financial management (PFM). Future research should explore longitudinal trends and regional variations to further assess IFMIS's effectiveness across decentralized governance systems. Studi ini menyelidiki dampak Sistem Informasi Manajemen Keuangan Terpadu (IFMIS) terhadap transparansi dan akuntabilitas keuangan di pemerintah daerah Ghana, dengan mempertimbangkan efek moderasi dari faktor ekonomi dan infrastruktur digital. Menggunakan desain survei potong lintang, data dikumpulkan dari semua 261 Majelis Metropolitan, Kota, dan Distrik (MMDA) di Ghana. Pemodelan Persamaan Struktural dengan Kuadrat Terkecil Parsial (PLS-SEM) diterapkan untuk menguji pengaruh praktik terkait anggaran, prosedur manajemen pendapatan, dan sistem e-procurement dalam IFMIS. Hasil menunjukkan bahwa ketiga praktik tersebut secara signifikan meningkatkan transparansi dan akuntabilitas keuangan melalui penyederhanaan penganggaran, pelaporan waktu nyata, dan peningkatan akurasi data. Ketersediaan infrastruktur digital secara signifikan memperkuat dampak praktik anggaran, pendapatan, dan pengadaan terhadap transparansi. Namun, e-procurement menunjukkan interaksi negatif, mungkin karena kompleksitas sistem atau keterbatasan kemampuan pengguna. Meskipun kualitas infrastruktur meningkatkan efektivitas pengadaan elektronik, hal itu tidak berdampak signifikan pada praktik anggaran dan sedikit melemahkan prosedur pendapatan, kemungkinan karena tantangan transisi. Faktor ekonomi, stabilitas fiskal, inflasi, dan pertumbuhan ekonomi, secara moderat memengaruhi hasil IFMIS. Pertumbuhan ekonomi memperkuat dampak praktik anggaran dan pendapatan; inflasi mengurangi efektivitas e-procurement, sementara stabilitas fiskal tidak memiliki dampak moderasi yang signifikan. Studi ini menyimpulkan bahwa kinerja optimal IFMIS dalam tata kelola lokal bergantung pada investasi strategis dalam infrastruktur digital dan menjaga stabilitas makroekonomi. Temuan ini menggarisbawahi perlunya reformasi yang spesifik konteks untuk meningkatkan pengelolaan keuangan publik. Penelitian di masa depan harus mengeksplorasi tren longitudinal dan variasi regional untuk lebih lanjut menilai efektivitas IFMIS di berbagai sistem tata kelola terdesentralisasi.
