    Abstract

    Penelitian ini bertujuan untuk menganalisis pengembangan karier Pegawai Negeri Sipil di Dinas Pendidikan Provinsi Jawa Barat dengan menggunakan kriteria yang dikemukakan Mondy dan Noe (2005), yaitu perencanaan karier, pengembangan karier, faktor-faktor pendukung, serta upaya peningkatan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, melalui teknik pengumpulan data berupa wawancara mendalam, studi dokumentasi, dan observasi terhadap pegawai maupun pejabat struktural di lingkungan Dinas Pendidikan Provinsi Jawa Barat. Hasil penelitian menunjukkan bahwa perencanaan karier telah diimplementasikan melalui perencanaan jangka pendek dan jangka panjang yang mengacu pada tujuan organisasi dan pengembangan potensi pegawai. Pelaksanaan pengembangan karier berjalan cukup baik, meliputi program pelatihan, rotasi jabatan, promosi, mutasi, challenge project, dan dukungan pendidikan lanjutan. Faktor pendukung yang paling berpengaruh adalah dukungan pimpinan, sistem penilaian dan kesiapan individu dalam mengembangkan kompetensi. Namun, masih terdapat kendala seperti keterbatasan akses terhadap informasi peluang karier, kurang optimalnya evaluasi program secara berkala, dan belum maksimalnya pemanfaatan sistem manajemen talenta. Oleh karena itu, upaya peningkatan yang direkomendasikan meliputi penguatan sistem informasi karier melalui aplikasi berbasis manajemen talenta, optimalisasi pelatihan dan mentoring, peningkatan transparansi mutasi-promosi, serta penumbuhan kesadaran individu untuk aktif merencanakan dan mengembangkan karier secara berkelanjutan. This study aims to analyze the career development of Civil Servants at the West Java Provincial Education Office using the criteria proposed by Mondy and Noe (2005), namely career planning, career development, supporting factors, and improvement efforts. This study employed a qualitative approach with descriptive methods, using data collection techniques such as in-depth interviews, documentation studies, and observations of employees and structural officials within the West Java Provincial Education Office. The results indicate that career planning has been implemented through short-term and long-term planning that refers to organizational goals and employee potential development. Career development has been implemented quite well, encompassing training programs, job rotations, promotions, transfers, challenge projects, and support for continuing education. The most influential supporting factors are leadership support, the assessment system, and individual readiness to develop competencies. However, obstacles remain, such as limited access to information on career opportunities, suboptimal periodic program evaluations, and suboptimal utilization of the talent management system. Therefore, recommended improvement efforts include strengthening the career information system through talent management-based applications, optimizing training and mentoring, increasing transparency of transfers and promotions, and fostering individual awareness to actively plan and develop their careers sustainably.
