Abstract
Pelabuhan Cirebon merupakan pelabuhan strategis di Jawa Barat yang didominasi oleh aktivitas bongkar muat muatan curah kering mencapai 90% dari total muatan pada tahun 2024. Meningkatnya jumlah kunjungan kapal yang signifikan pada tahun yang sama turut menimbulkan permasalahan berupa peningkatan waktu sandar (Berthing Time) yang tidak sesuai dengan rencana. Ketidaksesuaian antara waktu rencana dan realisasi lepas tali kapal menunjukkan adanya inefisiensi dalam operasional pelabuhan. Penelitian ini bertujuan untuk menganalisis kinerja Berthing Time kapal curah kering serta mengidentifikasi faktor-faktor penyebabnya. Metode yang digunakan adalah mixed methods dengan desain sekuensial eksplanatori, yang diawali dengan analisis kuantitatif berupa pengukuran produktivitas bongkar muat dan rasio ET:BT, dilanjutkan dengan analisis kualitatif menggunakan pendekatan fishbone diagram berdasarkan kategori Man, Machine, Method, Material, Measurement, dan Environment. Hasil penelitian menunjukkan bahwa rata-rata produktivitas kapal hanya 116 ton per jam dan nilai rasio ET:BT sebesar 56%, dua hal tersebut menandakan adanya ketidakefisienan. Ditemukan dua belas faktor yang memengaruhi kinerja berting time. Faktor penyebab dominan berasal dari operator mengalamu kelelahan,ritase truk terlambat, dan faktor alam. Berdasarkan hasil tersebut, solusi yang diajukan adalah penerapan sistem 3 shift bagi operator, penerapan Truck Appointment System (TAS), serta penyediaan layanan informasi cuaca dan pasang surut laut secara real time. Kata kunci: Waktu sandar, curah kering, waktu efektif, produktivitas, diagram fishbone Cirebon Port is a strategic port in West Java, primarily dominated by dry bulk cargo handling activities, accounting for 90% of the total cargo volume in 2024. The significant increase in vessel arrivals during the same year has led to issues, particularly the rise in Berthing Time that deviates from the planned schedule. The discrepancy between the planned and actual unBerthing Times indicates operational inefficiencies at the port. This study aims to analyze the Berthing Time performance of dry bulk vessels and identify the contributing factors. The research employs a mixed methods approach with a sequential explanatory design, beginning with a quantitative analysis of unloading productivity and the Effective Time to Berth Time ratio (ET:BT), followed by a qualitative analysis using a fishbone diagram based on the categories Man, Machine, Method, Material, Measurement, and Environment The results of the study show that the average productivity of ships is only 116 tons per hour and the ET:BT ratio is 56%, both of which indicate inefficiency. Twelve factors were found to influence berthing time performance. The dominant contributing factors were operator fatigue, late truck arrivals, and natural factors. Based on these findings, the proposed solutions include implementing a 3-shift system for operators, implementing a Truck Appointment System (TAS), and providing real-time weather and tidal information services.
