Abstract

ABSTRAK Penulis: Andri Mauladi Tim Promotor: Prof. Dr. H. Agus Rahayu, M.P., Dr. Lili Adi Wibowo, S.Pd., S.Sos., M.M dan Dr. Hj. Alfira Sofia, S.T., M.M. Kinerja organisasi pemerintah daerah di Indonesia harus senantiasa diperbaiki dan ditingkatan dengan menciptakan gagasan atau inovasi agar mendapat kepercayaan dari masyarakat dan menjawab tuntutan perkembangan zaman. Tujuan dari penelitian ini untuk menganalisis gambaran tentang kinerja yang meliputi tantangan eksternal, kekuatan internal, strategi inovasi digital, dan digitalisasi pelayanan publik yang mempengaruhinya, hal ini karena capaian kinerja organisasi pemerintah daerah di Indonesia masih belum merata dan masih terdapat permasalahan yang harus diperbaiki sehingga dengan demikian sangat menarik untuk diteliti. Desain dan metode pada penelitian ini menggunakan metode penelitian kuantitatif dengan menggunakan metode survei. Populasi yang diteliti sebanyak 100 pemerintah daerah kabupaten/kota yang terdapat di Provinsi Jawa Barat, Jawa Tengah dan Jawa Timur. Penentuan sampel/unit analisis menggunakan teknik sampel jenuh/sensus sehingga semua anggota populasi menjadi sampel penelitian. Adapun teknis analisisnya menggunakan PLS-SEM (Partial Least Square-Structural Equation Model). Hasil penelitian menunjukkan bahwa terdapat pengaruh yang signifikan dari tantangan eksternal terhadap kinerja organisasi pemerintah daerah baik secara langsung maupun melalui strategi inovasi digital dan digitalisasi pelayanan publik serta secara serial melalui strategi inovasi digital dan digitalisasi pelayanan publik, tidak terdapat pengaruh yang signifikan dari kekuatan internal terhadap kinerja organisasi pemerintah daerah baik secara langsung maupun melalui digitalisasi pelayanan publik, terdapat pengaruh positif yang signifikan kekuatan internal terhadap kinerja organisasi pemerintah daerah melalui strategi inovasi digital atau secara serial melalui strategi inovasi digital dan digitalisasi pelayanan publik. Penelitian ini memberikan implikasi yang menunjukkan bahwa tantangan eksternal dapat meningkatkan kinerja organisasi pemerintah daerah di Pulau Jawa Indonesia melalui strategi inovasi digital yang dapat menguatkan dan mendorong pelaksanaan digitalisasi pelayanan publik. Berdasarkan hasil penelitian direkomendasikan agar strategi inovasi digital melalui collaboration and partnerships dan pelaksanaan digitalisasi pelayanan publik melalui keterpaduan layanan digital nasional harus diperkuat dengan regulasi atau peraturan serta peran kepemimpinan, kompetensi sumberdaya manusia, keberadaan infrastruktur teknologi informasi dan ketersediaan anggaran integrasi aplikasi layanan publik dan manajemen asset TIK serta local empowerment harus diperbaiki, ditingkatkan dan menjadi perhatian lebih. The performance of local government organizations in Indonesia must always be improved and enchanced by creating ideas or innovations in order to gain public trust and answer the demands of the times. The purpose of this study is to analyze the picture or performance which includes eksternal challenges, internal strengths, digital innovation strategies and digitalization of public services that influence it, this is because the achievement of local government organizational performance in Indonesia is still uneven and there are still problems that must be fixed so that it is very interesting to study. The design ang method in this study used a quantitative research method using a survey method. The population studied was 100 district/city governments in the provinces of West Java, Central Java and East Java. Determination of sample/analysis unit used a saturated/cencus sample technique so that all members of the population became research samples, while thetechnical analysis used PLS-SEM (Partial Least Square-Struktural Equation Model). The research results show that there is a significant effect of external challenges on the performance of local government organizations both directly and through digital innovation strategies and public service digitalization, and serially through digital innovation strategies and public service digitalization. There is no significant effect of internal strengths on the performance of local government organizations both directly and through public service digitalization. However, there is significant positive effect of internal strengths on the performance of local government organizations through digital innovation strategies or serially through digital innovation strategies and public service digitalization. This research implies that external challenges can enchance the performance of local government organizations in java, Indonesia through digital innovation strategies that can strengthen ang promote the implementation of public service digitalization. Based on the research findings, i tis recomended that the digital innovation strategy through collaboration and partnerships and the implementation of public service digitalization through the integration of national digital services must be strengthened with regulations or laws, as well as the role of leadership, human resource competencies, the existence of information technology infrastructure and the avaibility of budget for public service application integration and ICT aset management. In addition, local empowerment should be improved, enchanced and given more attention.
