Abstract

Privatisasi merupakan kebijakan pemerintah atau lebih tepatnya Kementerian Negara BUMN untuk membuat BUMN lebih efektif, lebih mampu bersaing dengan perusahaan swasta di sekitarnya. Oleh karena itu, penelitian ini bertujuan untuk 1) menjelaskan kinerja keuangan BUMN sebelum privatisasi, 2) menjelaskan kinerja keuangan BUMN setelah privatisasi, dan 3) menganalisis perbedaan kinerja keuangan BUMN sebelum dan setelah privatisasi. Variabel dalam penelitian ini adalah kinerja keuangan BUMN. Untuk mendapatkan hasil dari penelitian ini, digunakanlah 3 BUMN yaitu PT. Garuda Indonesia (Persero), Tbk; PT. Bank Negara Indonesia (Persero), Tbk; dan PT. Bank Mandiri (Persero), Tbk sebagai sampel yaitu BUMN yang melakukan privatisasi di tahun 2010. Teknik analisis data yang digunakan adalah studi dokumentasi, sedangkan pengujian hipotesisnya menggunakan uji rata-rata dua sampel dengan menggunakan software SPSS versi 18. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian komparatif, dengan membandingkan kinerja keuangan 3 BUMN 3 tahun sebelum dan 3 tahun setelah privatisasi pada tahun 2010. Hasil dari penelitian menunjukkan bahwa 1) kinerja keuangan PT. Garuda Indonesia (Persero), Tbk sebelum privatisasi dari segi rata-rata ROE nya sebesar 30,33%; PT. Bank Negara Indonesia (Persero),Tbk sebesar 9,42%; dan PT. Bank Mandiri (Persero),Tbk sebesar 17,55%. 2) kinerja keuangan PT. Garuda Indonesia (Persero), Tbk setelah privatisasi dari segi rata-rata ROE nya sebesar 8,98%; PT. Bank Negara Indonesia (Persero), Tbk sebesar 15,09%; dan PT. Bank Mandiri (Persero), Tbk sebesar 20,88%. 3) tidak terdapat perbedaan kinerja keuangan PT. Garuda Indonesia (Persero), Tbk sebelum dan setelah privatisasi dilihat dari uji t dengan hasil uji t = 0,886; terdapat perbedaan kinerja keuangan sebelum dan setelah privatisasi PT. Bank Negara Indonesia (Persero), dilihat dari uji t = -3,089; dan tidak terdapat perbedaan kinerja keuangan sebelum dan setelah privatisasi PT. Bank Mandiri (Persero), Tbk dengan hasil uji t = -2,051. Kata Kunci : Privatisasi, BUMN, Kinerja Keuangan, Privatization is the government policy to make BUMN more effective, more competitive, that private company around them. Therefore, the purposes of this research are 1) to give description about financial performance BUMN before privatization, 2) to give description about financial performance BUMN after privatization, 3) to analysis the difference between financial performance BUMN before and after privatization. Variable of this research is financial performance of BUMN. The sampling of this research is PT. Garuda Indonesia (Persero), Tbk; PT. Bank Negara Indonesia (Persero), Tbk; dan PT. Bank Mandiri (Persero). Analysis technique data use documentation study, to testing hypothesis this research use Uji Rata-rata Dua Sampel with SPSS version 18. This research use comparative research method, which comparing financial performance 3rd years before privatization with financial performance 3rd years after privatization. The result of this research showed that 1) financial performance PT. Garuda Indonesia (Persero), Tbk before privatization in ROE 30,33%; PT. Bank Negara Indonesia (Persero), Tbk before privatization in ROE 9,42%; PT. Bank Mandiri (Persero), Tbk before privatization in ROE 17,55%. 2) financial performance PT. Garuda Indonesia (Persero), Tbk after privatization in ROE 8,98%; PT. Bank Negara Indonesia (Persero), Tbk before privatization in ROE 15,09%; PT. Bank Mandiri (Persero), Tbk before privatization in ROE 20,88%; 3) there’s no different financial performance PT. Garuda Indonesia (Persero),Tbk between before and after privatization, t test = 0,886; there’s different financial performance PT. Bank Negara Indonesia (Persero),Tbk between before and after privatization, t test = -3,089; and there’s no different financial performance PT.
