Abstract
Guru merupakan salah satu dari komponen pendidikan yang berfungsi sebagai pendidik dan merupakan faktor penting bagi peningkatan kualitas pendidikan. Untuk menjadikan guru yang profesional dan berkualitas, maka lembaga yang bertanggung jawab atasnya, yakni Kementerian Agama tepatnya seksi PAI (Pendidikan Agama Islam) dan pengawas PAI senantiasa mengadakan pembinaan yang berkualitas terhadap GPAI (Guru Pendidikan Agama Islam). Maka dengan itu, diperlukanlah manajemen dalam mengatur pembinaan. Manajemen merupakan suatu proses penggunaan sumber daya secara efektif untuk mencapai sasaran atau tujuan tertentu yang meliputi perencanaan, pelaksanaan dan evaluasi. Masalah pokok dalam penelitian ini adalah bagaimanakah manajemen pembinaan GPAI tingkat SMA (Sekolah Menengah Atas) di Kota Bandung. Tujuan penelitian ini adalah untuk mengetahui pembinaan GPAI tingkat SMA oleh Kementerian Agama Kota Bandung yang meliputi perencanaan, pelaksanaan, dan evaluasi dalam program pembinaan. Dalam penelitian ini, penulis menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data menggunakan (1) Observasi atau pengamatan, (2) Wawancara, dan (3) Studi Dokumentasi. Adapun hasil dari penelitian ini ialah; (1) Perencanaan oleh seksi PAI dilaksanakan di awal tahun masa kerja dan di awal tahun ajaran. Perencanaan oleh Pokjawas dilaksanakan setiap awal dan akhir semester. Perencanaan tersebut meliputi penetapan tujuan, target, jadwal kunjungan kelas. (2) Pelaksanaan pembinaan oleh Seksi PAI dan Pengawas PAI dilakukan dalam bentuk seminar, workshop, bimbingan teknis (bimtek), dan pendidikan dan latihan (diklat). Hambatan pada saat pelaksanaan pembinaan antara lain, lokasi pembinaan yang kurang strategis, dan sarana pra sarana yang tidak memadai. (3) Evaluasi pembinaan oleh Seksi PAI maupun Pengawas PAI dilaksanakan segera setelah kegiatan dan dilaporkan maksimal seminggu setelah kegiatan kepada Kepala Kantor Kementrian Agama Kota Bandung. Dengan demikian, pembinaan yang dilakukan oleh Seksi PAI dan Pengawas PAI sudah sesuai dengan fungsi manajemen yakni, perencanaan, pelaksanaan, dan evaluasi. A teacher is one of the educational components who serves as an educator and it is an important factor for improving the quality of education. To make professional and qualified teachers, the institution which is responsible for it, in this case Ministry of Religious Affairs especially the PAI (Islamic education) section and PAI supervisor always hold a quality coaching to GPAI (Islamic education teachers). Therefore it is necessary to regulate the management of the coaching. Management is a process of effective use of resources to achieve a particular goal or objective that includes planning, implementation, and evaluation. The central issue in this research is how the coaching management of PAI teachers in senior high school level in Bandung.The purpose of this study is to know the coaching management of GPAI in senior high school level by the ministry of religious affairs Bandung which includes planning, implementation and evaluation of coaching programs. In this study the writer uses a qualitative approach with descriptive method. Data collection techniques use Observation, Interview, and Study of documentation.The results of this research are; (1) Planning by Section PAI is implemented in the early years of employment and at the beginning of the school year. Planning by the supervisor held every beginning and end of the semester. The planning includes setting the goals, targets, and classroom visits. (2) The coaching implementation by PAI Section done in the form of Seminars, Workshops, Bimtek (tutoring technology), and Diklat (education and training). Obstacles in the implementation of coaching are the coaching location is less strategic, and inadequate facilities. (3) Coaching evaluation both by PAI Section and PAI supervisor is executed immediately after the activities and it is reported a maximum of one week after the activities to the Head Office of the Ministry of Religious Affairs Bandung. Thus, coaching is done by the PAI section and PAI Supervisor is accord with the management functions that are planning, implementation, and evaluation. Keywords: Management, Development,.
