Abstract

Kepulauan Seribu merupakan daerah kepulauan yang strategis dan mempunyai peranan utama dalam pengembangan pariwisata nasional. Pulau Kelapa Dua termasuk wilayah administratif Kepulauan Seribu memiliki potensi sebagai habitat Penyu sebagai salah satu spesies langka. Penyu berpotensi untuk dijadikan sebagai objek wisata dan edukasi terhadap pengunjung sehingga mempunyai pengetahuan dan dorongan untuk melestarikan keberadaaanya. Penelitian tersebut bertujuan untuk mengidentifikasi faktor internal dan eksternal dalam mengusulkan strategi pengembangan untuk wisata edukasi penyu, Pulau Kelapa Dua, Kepulauan Seribu. Metodologi yang digunakan yaitu deskriptif kualitatif. Analisis data mengintegrasikan antara metode Analytical Hierarchy Procces (AHP) dan Strenghts, Weaknesses, Opportunities, and Threats (SWOT). Hasil penelitian menunjukan bahwa faktor-faktor pengembangan wisata seperti Pelestarian berbasis edukasi yang berdampak positif terhadap ekosistem laut, serta kelemahan fasilitas kurang memadai. Faktor eksternal meliputi kolaborasi dengan kelembagaan lainnya, kemajuan teknologi yang berkembang, serta ancaman meliputi kerusakan akibat ulah manusia dan Destinasi wisata lain lebih menarik. Berdasarkan hasil analisis A’WOT, strategi prioritas utama yang disarankan yaitu (SO1) Memanfaatkan pesona alam yang asri untuk mengembangkan kolaborasi dengan LSM, Perusahaan dan Perguruan Tinggi, sehingga dapat mendukung program yang sudah ada dan belum terlaksana dalam upaya meningkatkan potensi penyu sebagai wisata edukasi dan mendukung konservasi ekosistem laut. Kepulauan Seribu is a strategically significant archipelago that plays a key role in the development of national tourism. Kelapa Dua Island, part of the Kepulauan Seribu administrative area, has potential as a habitat for turtles, which are classified as endangered species. Turtles hold potential as both a tourist attraction and an educational opportunity for visitors, fostering awareness and motivation to conserve their existence. This study aims to identify internal and external factors in proposing strategies for the development of turtle education tourism on Kelapa Dua Island, Thousand Islands. The research employs a qualitative descriptive methodology. Data analysis integrates the Analytical Hierarchy Process (AHP) and Strengths, Weaknesses, Opportunities, and Threats (SWOT) methods. The results indicate that factors for tourism development include education-based conservation that positively impacts marine ecosystems, alongside the weakness of inadequate facilities. External factors encompass collaboration with institutions and others, and the advancement of technology, while threats include damage caused by human activities and competing tourist destinations. Based on the A'WOT analysis, the primary recommended strategy is (SO1) to leverage the pristine natural charm to develop collaborations with NGOs, companies, and universities, which can support existing and forthcoming programs aimed at enhancing the potential of turtles as an educational tourism attraction and promoting marine ecosystem conservation.
