    Abstract

    Pelabuhan Perikanan Nusantara (PPN) Karangantu merupakan pusat aktivitas perikanan di Provinsi Banten. Namun, pengelolaan fasilitas pelabuhan mengalami kendala akibat ketidaktersediaan peta terkini yang mencerminkan kondisi aktual. Peta masterplan terakhir dibuat pada tahun 2011 tidak lagi relevan karena adanya perkembangan fasilitas seperti cold storage, tempat pelelangan ikan higienis, dan infrastruktur pendukung lainnya. Kondisi ini menghambat perencanaan strategis dan pengambilan keputusan yang efektif dalam pengelolaan pelabuhan. Penelitian ini bertujuan untuk memetakan kondisi terkini fasilitas PPN Karangantu serta mengevaluasi prioritas pengembangannya. Teknologi drone digunakan untuk pemetaan udara, sementara metode Analytical Hierarchy Process (AHP) digunakan untuk menentukan prioritas pengembangan fasilitas. Data citra udara diproses menggunakan perangkat lunak Agisoft Metashape dan ArcGIS Pro untuk menghasilkan peta ortomosaik beresolusi tinggi. Selain itu analisis SWOT dilakukan untuk mengevaluasi kekuatan, kelemahan, peluang dan ancama dalam pengelolaan fasilitas pelabuhan sebelum rekomendasi strategi ditetapkan. Hasil penelitian menunjukkan fasilitas pelabuhan terbagi menjadi tiga kategori, yaitu fasilitas pokok, fungsional dan penunjang dengan kondisi bervariasi. Analisis AHP mengidentifikasi prioritas pengembangan seperti pengembangan kolam pelabuhan, optimalisasi fungsi pasar ikan dan cold storage, modernisasi docking, dan Pembangunan IPAL. Peta terbaru yang dihasilkan memberikan gambaran detail mengenai kondisi fasilitas dan menjadi acuan strategis dalam perencanaan pengelolaan pelabuhan. Penelitian ini berkontribusi pada peningkatan daya saing pelabuhan perikanan di Indonesia, mendukung perencanaan strategis dan memperkuat pertumbuhan sektor perikanan nasional. Nusantara Fishing Port (PPN) Karangantu serves as a vital hub for fisheries activities in Banten Province. However, the management of port facilities faces challenges due to the lack of up-to-date maps reflecting current conditions. The latest master plan map, created in 2011, is no longer relevant due to developments such as cold storage facilities, hygienic fish auction sites, and other supporting infrastructures. This situation hampers strategic planning and effective decision-making in port management. This study aims to map the current conditions of PPN Karangantu facilities and evaluate their development priorities. Drone technology is utilized for aerial mapping, while the Analytical Hierarchy Process (AHP) method is employed to determine facility development priorities. Aerial imagery is processed using Agisoft Metashape and ArcGIS Pro software to produce high-resolution orthomosaic maps. Furthermore, a SWOT analysis is conducted to assess the strengths, weaknesses, opportunities, and threats in port facility management before recommending strategies. The results show that port facilities are categorized into three groups: primary, functional, and supporting facilities, with varying conditions. The AHP analysis identifies development priorities such as port basin improvement, optimization of fish market and cold storage functions, modernization of docking facilities, and construction of wastewater treatment plants. The updated map provides a detailed overview of facility conditions and serves as a strategic reference for port management planning. This research contributes to enhancing the competitiveness of fisheries ports in Indonesia, supporting strategic planning, and strengthening the growth of the national fisheries sector.
