Abstract

Penelitian ini mengungkap tentang pengembangan kelembagaan menuju universitas entrepreneurial. Istilah “universitas entrepreneurial” menjadi iconic status di seluruh belahan dunia. Istilah entrepreneurial disini dimaksudkan sama dengan “proaktif” dan “innovatif”. Jadi universitas enterpreneurial adalah universitas yang proaktif dan innovatif dalam merespon perubahan (change) yang pesat yang terjadi di lingkungan yang melingkupinya. Universitas dewasa ini menghadapi tantangan (challange) dan tekanan (pressure) yang luar biasa seperti berkurangnya bantuan dana dari pemerintah, ketersediaan peluang-peluang yang semakin besar sebagai dampak dari kebijakan pemberian otonomi dan sebagainya. Penelitian ini mengambil setting di Universitas Indonesia sebagai Universitas tertua di Indonesia. Tujuan penelitian ini dilakukan untuk memperoleh gambaran tentang pengembangan kelembagaan menuju universitas entrepreneurial yang dilakukan oleh Universitas Indonesia. Metode penelitian yang digunakan adalah metode kualitatif. Sedangkan teknik pengumpulan datanya meliputi wawancara, observasi dan studi dokumentasi. Dari hasil temuan penelitian disimpulkan bahwa Universitas Indonesia sejauh ini sudah menerapkan prinsip-prinsip yang harus dimiliki universitas entreprenurial yang ditandai dengan eksistensi karakteristik-karakteristik seperti: penguatan pengendalian (strengthened steering core) berupa penataan struktur (structure management) dengan otoritas kepemimpinan pusat kolektif yang diperluas dan diperkuat; diversifikasi pendanaan (diversified funding base) berupa diversifikasi pendanaan kedalam tiga sumber yaitu sumber dari pemerintah, sumber dari hibah & kontrak riset dan dari sumber dari yang selain keduanya; pengembangan batas luar (expanded developmental periphery) berupa transfer ilmu pengetahuan, hubungan dengan dunia industri, pengembangan kekayaan intelektual, pendidikan lanjutan, lembaga konsultasi, penggalangan dana, lulusan; stimuli lingkungan akademis (stimulated academic heartland) berupa integrasi batas luar ke pusat, kehadiran pusat-pusat riset secara luas di tingkat universitas dan tingkat fakultas, pengembangan program pendidikan yang variatif di tingkat pascasarjana dan di luar program sarjana reguler di seluruh jenjang yang ada di universitas, program entrepreneurship untuk mahasiswa, dosen dan karyawan, dan pengembangan skema beasiswa dan program riset yang imajinatif dan sangat atraktif; dan integrasi budaya entrepreneurial (integrated entrepreneurial culture) berupa regulasi dan penerapan keempat faktor yang sudah disebutkan di atas. Rekomendasi penelitian ini adalah usaha-usaha yang dilakukan oleh Universitas Indonesia menuju universitas entrepreneurial sudah berada pada track yang benar. Namun melihat realitas berupa keunggulan sumber daya (excellence of resource) dan potensi-potensi lain yang dimiliki Universitas Indonesia, Universitas Indonesia seharusnya dapat mencapai melebihi apa yang sekarang sudah dicapai. Oleh karena itu, integrasi, kepemimpinan, network, dukungan sivitas akademika merupakan sebagian dari prasyarat yang harus diupayakan untuk menggapai melebihi target yang sudah ditetapkan. Kata kunci: universitas entrepreneurial, inovasi, kekayan intelektual, transfer ilmu. This research reveals the instiutional development toward entrepreneurial university. The term of “entrepreneurial university” becomes an iconic status all over the world. The term “entrepreneurial” here has the conotation with “proactive” and “innovative”. So the entrepreneurial university is a proctive and innovative university in responding to rapid changes accouring in an environment that surrounds it. Universities nowadays face unusual challanges and pressures such as the decrease of financial support from government, the availability of continuously big chances as the effect of autonomy giving and so on. This reserach takes setting at the University of Indonesia as the oldest university in Indonesia. The purpose of research is to get description about the institutional development toward entrepreneruial university that is practiced by the University of Indonesia. The method of research used is the qualitative method whereas the technique of data collection includes interview, observation and documentation study. Based on the result of research discovery can be concluded that the University of Indonesia has so far implemented the principles an entrepreneurial university has that is signed with the existence of characteristics such as strengthened steering core in the form of the expanded and strengthend authority of collective core leadership thorough structural management; diversified funding base in the form of the diversification of funding into three sources namely: the first source from government thorough the ministry of education, the second source from research grant and contract from governmental and private institutions and the third source from industry, philantropic foundations, local & national government, student fee, endowment income, and surpluses or profits earned on a variety of campus self-supporting operations; expanded developmental periphery in the form of the knowledge transfer, industrial contact, intellectual property development, continuing education, consulting institution, fundraising and alumni affairs, stimulated academic heartland in the form of the melding of periphery into the core, the extensive building of research centers under university & departements, the construction of a universitywide graduate school and others, entrepreneurship programs for student, lecturer and employee and the introduction of an imaginative and highly attractive research fellowship scheme; and integrated entrepreneurial culture in the form of the regulation and parctice of the above-mentioned four elements. The recomendation of research is that efforts The University of Indonesia has done towards an entrepreneurial university is on the right track. But looking at realities in the form of the excellence of resources and other potentialities the University of Indonesia has, the university should be able to reach over what has been reached this time. Therefore, integrity, leadership, network are parts of prerequisite that have to be made effort to reach the definited target.
