Abstract
Penelitian ini dilatarbelakangi oleh ketertarikan penulis terkait dengan dampak penerapan sistem ekonomi liberal oleh Narasimha Rao terhadap perkembangan industri teknologi informasi dan komunikasi di India. Terpuruknya kondisi perekonomian India pada tahun 1991 tidak membuat India kehilangan harapannya. Dengan mengandalkan industri Teknologi Informasi dan Komunikasi, India dibawah pemerintahan Narasimha Rao mampu bangkit kembali dari keterpurukan ekonomi. Permasalahan utama yang dikaji dalam penelitian ini menyangkut bagaimana dampak penerapan sistem ekonomi liberal yang dilakukan Narasimha Rao terhadap perkembangan industri Teknologi Informasi dan Komunikasi (TIK) India tahun 1991-2006. Secara umum penelitian ini bertujuan untuk menganalisis dampak penerapan sistem ekonomi liberal oleh Narasimha Rao dalam perkembangan sektor industri teknologi informasi dan komunikasi. Penelitian ini dikaji dengan metode historis yang terdiri dari empat langkah penelitian yakni, heuristik, kritik, interpretasi dan historiografi. Berdasarkan hasil temuan penelitian, industri TIK di India dilatarbelakangi oleh kebijakan pemerintah India dalam membangun industri elektronik di pasar domestik dan perkembangan tren knowledge based ecomomy. Dalam upaya untuk memperbaiki kondisi perekonomian yang terpuruk, Narasimha Rao menerapkan kebijakan liberalisasi dan kebijakan privatisasi dalam sektor industri TIK. Dengan diterapkannya kebijakan tersebut, India bukan hanya mampu memperbaiki kondisi perekonomian-nya yang terpuruk, namun India juga mampu meningkatkan pertumbuhan ekonomi-nya dengan mengandalkan ekspor perangkat lunak dan perangkat keras. Perkembangan dalam sektor Industri TIK ini membuat India memiliki fasilitas dan infrastruktur yang canggih di berbagai kota besarnya seperti di kota Bangalore dan Hyderabad. Meskipun, di beberapa wilayah khususnya pedesaan, perkembangan ini kurang begitu berdapak karena adanya kesenjangan digital yang disebabkan oleh rendahnya tingkat pendidikan di masyarakat pedesaan. This research is motivated by the author's interest in the impact of Narasimha Rao's implementation of a liberal economic system on the development of the information and communication technology industry in India. The collapse of the Indian economy in 1991 did not make India lose hope. By relying on the Information and Communication Technology industry, India under the Narasimha Rao government was able to bounce back from the economic downturn. The main problem studied in this research concerns how the impact of Narasimha Rao's implementation of a liberal economic system on the development of India's Information and Communication Technology (ICT) industry in 1991-2006. In general, this research aims to analyze the impact of Narasimha Rao's implementation of the liberal economic system in the development of the information and communication technology industry sector. This research is studied using the historical method which consists of four research steps, namely, heuristics, criticism, interpretation and historiography. Based on the research findings, the ICT industry in India is motivated by the Indian government's policy of building an electronic industry in the domestic market and the development of knowledge-based ecomomy trends. In an effort to improve the slumping economic conditions, Narasimha Rao implemented liberalization policies and privatization policies in the ICT industry sector. With the implementation of these policies, India was not only able to improve its slumping economic conditions, but India was also able to increase its economic growth by relying on software and hardware exports. This development in the ICT Industry sector has made India have sophisticated facilities and infrastructure in its major cities such as Bangalore and Hyderabad. Although, in some areas especially rural areas, this development is less impactful due to the digital divide caused by the low level of education in rural communities.
