Abstract

Industri penyamakan kulit merupakan salah satu industri yang menjadi komoditas unggulan
di Kabupaten Garut, khususnya di Sukaregang. Tentu dalam perkembangannya banyak
sekali peristiwa dan fenomena yang menyertainya. Akan tetapi literatur yang membahas
mengenai sejarah dan perkembangannya cukup sedikit, berbanding terbalik dengan industri
kulit di kota lain seperti, Magetan, Sukoharjo, Yogyakarta, dan lain sebagainya.
Perkembangan industri ini kurang terlihat khususnya di masa kini. Berawal dari alasan
tersebut peneliti tertarik untuk mengulasnya. Permasalahan utama penelitian ini adalah
membahas perkembangan industri penyamakan kulit yang terjadi di Sukaregang. Penelitian
ini menggunakan metode historis, yakni heuristik, kritik sumber (eksternal dan internal),
dan historiografi (interpretasi, eksplanasi, dan sintesis). Hasil penelitian ini menunjukkan
bahwa keberadaan industri ini tak luput dari keuntungan letak geografis dan kuatnya dasar
historis di masyarakat sekitar. Industri ini mengalami dinamika selama perkembangannya
yang dibagi menjadi lima periode, yaitu periode modernisasi (1970-1980) sebagai awal
mula perkembangan teknologi masuk ke Sukaregang, Masa Kampung Dolar (1981-1997)
sebagai masa keemasan industri penyamakan kulit Sukaregang, masa penurunan dan
kebangkitan kembali (1998-2005) akibat situasi politik dan ekonomi tahun 1998 dan
kekurangan bahan baku, tetapi bangkit kembali sesuai dengan pertumbuhan ekonomi
nasional, industri penyamakan kulit Sukaregang di masa Reformasi (2005-2017) sebagai
masa keemasan kedua, dan industri penyamakan kulit Sukaregang di masa kini (2018
2022) yang menggambarkan penurunan akibat adanya persaingan dengan barang impor
dan Covid-19. Peran Pemerintah Kabupaten Garut sebagai fasilitator dan regulator turut
membantu perkembangan industri penyamakan kulit di Sukaregang, khususnya dalam
aspek teknologi, pengetahuan, dan lingkungan.

The leather tanning industry is a leading commodity in Garut Regency, especially in
Sukaregang. Despite its significance, literature on its history and development is limited
compared to other cities like Magetan, Sukoharjo, and Yogyakarta. This research aims to
explore the development of the leather tanning industry in Sukaregang using historical
methods: heuristics, source criticism, and historiography. The study reveals that the
industry's existence is closely tied to geographical advantages and a strong historical
foundation in the community. The industry's development is divided into five periods: the
modernization period (1970-1980), the Dollar Village Period (1981-1997), the period of
decline and revival (1998-2005), the Reformation period (2005-2017), and the present
period (2018-2022). Each period reflects significant changes, from technological
advancements to economic challenges and recovery. The modernization period marked the
beginning of technological development in Sukaregang. The Dollar Village Period was the
golden age of the industry. The period of decline and revival was influenced by the political
and economic situation in 1998 and a shortage of raw materials, but the industry recovered
with the national economy. The Reformation period marked the second golden age, while
the present period illustrates a decline due to competition with imported goods and Covid
19. The Garut Regency Government played a crucial role as a facilitator and regulator,
particularly in technology, knowledge, and environmental aspects.
