Abstract

Penelitian ini bertujuan mengidentifikasi tingkat partisipasi masyarakat untuk menentukan tahap partisipasinya dalam pengembangan desa wisata. Penelitian ini juga mengidentifikasi berbagai kendala yang dihadapi masyarakat dalam berpartisipasi pada pengembangan desa wisata. Penelitian ini menggunakan pendekatan kualitatif. Data dalam penelitian ini diperoleh melalui proses wawancara kepada masyarakat lokal sebanyak 6 masyarakat. Hasil penelitian ini menunjukkan bahwa tingkat partisipasi masyarakat lokal Desa Mekarlaksana berada pada tingkat ke-4 atau consultation berdasarkan teori Arnstein, (1969) Ladder of Citizen Participation. Dengan indikator kesadaran, pengetahuan, dan manfaat. Kendala partisipasi masyarakat lokal yang ditemukan disebabkan oleh pengembangan desa wisata yang tidak merata serta belum adanya manfaat ekonomi yang dirasakan. This research aims to identify the level of community participation to determine its stage in the development of a tourism village. This study also identifies various obstacles faced by the community in participating in the development of the tourism village. This research uses a qualitative approach. Data in this study were obtained through interviews with 6 local community members. The results of this study indicate that the participation level of the local community in Mekarlaksana Village is at the 4th level or 'consultation' based on Arnstein's (1969) Ladder of Citizen Participation theory, with indicators of awareness, knowledge, and benefits. The constraints on local community participation found were caused by uneven development of the tourism village and the lack of perceived economic benefits.
