Abstract
Penelitian ini mengkaji tentang Pengawasan Dewan Perwakilan Rakyat Daerah (DPRD Komisi V) terhadap Kebijakan Pendidikan di Provinsi Jawa Barat. Tujuannya untuk mengetahui gambaran yang jelas tentang proses pengawasan kebijakan, wujud pengawasan kebijakan, implementasi pengawasan kebijakan, hasil pengawasan kebijakan, serta dampak dan implikasi pengawasan kebijakan yang dilakukan oleh DPRD Komisi V dalam meningkatkan kualitas Pendidikan di Provinsi Jawa Barat. Penelitian ini dilatarbelakangi oleh Fungsi Pengawasan DPRD Provinsi menurut Undang-undang No.23 Tahun 2014 dan Hambatan pelaksanaan pengawasan oleh DPRD Kabupaten Bandung. Penelitian ini menggunakan metode penelitian deskriptif-kualitatif, melalui wawancara, studi dokumentasi, dan observasi terhadap sumber data Komisi V DPRD Provinsi Jawa Barat periode 2019 2024 dan triangulasi sumber data kepada Dinas Pendidikan Provinsi Jawa Barat. Pengolahan data menggunakan software Nvivo 12 dan analisis data dilakukan dengan cara mengelompokkan data, mendeskripsikan data, menafsirkan data, dan membuat kesimpulan hasil penelitian sesuai dengan tujuan penelitian. Berdasarkan metode penelitian tersebut diperoleh temuan bahwasanya pengawasan yang dilaksanakan DPRD Provinsi Jawa Barat menggunakan Teknik pengawasan langsung dan tidak langsung. Berdasarkan hasil temuan bahwa pengawasan kebijakan Pendidikan yang dilakukan DPRD Provinsi Jawa Barat secara umum memberi dampak bagi mutu Pendidikan di Jawa Barat, khususnya memberi angka kenaikan pada Rapor Mutu Pendidikan dengan angka rata-rata kenaikan keseluruhan peningkatan mutu Pendidikan senilai +7,37. This study examines the Surveillance of the Regional People's Representative Council (DPRD Commission V) over the Education Policy in the West Java Province. The objective is to know a clear picture of the policy monitoring process, the existence of policy surveillance, the implementation of policy oversight, the outcomes of policy supervision, as well as the impact and implications of policy inspection carried out by the DPRD Commission V in improving the quality of education in the West Java Province. The research was launched by the Provincial DPRD Surveillance Function according to the Law No.23 of 2014 and the Obstruction of the Implementation of the Survey by the DPRD district of Bandung. This research uses descriptive-qualitative research methods, through interviews, documentation studies, and observations on the data sources of the DPRD V Commission of West Java Province for the period 2019-2024 and triangulation of data sources to the Department of Education of Western Java Province. Data processing using Nvivo 12 software and data analysis is done by grouping data, describing data, interpreting data and drawing conclusions of research results according to research purposes. Based on the method of research, the findings were obtained that the surveillance carried out by the DPRD of the West Java Province using direct and indirect monitoring techniques. Based on the findings that the surveillance of education policy carried out by the DPRD Province of West Java in general has an impact on the quality of education in West Java, in particular giving a rise in the Education Quality Report with an average increase in the overall improvement of education quality worth +7,37.
