ANALISIS KEBIJAKAN PEMBINAAN DAN PENGEMBANGAN OLAHRAGA PENDIDIKAN: PERSPEKTIF PERATURAN DAERAH NOMOR 11 TAHUN 2017 TENTANG PENYELENGGARAAN KEOLAHRAGAAN Anshori Nuzul1, Yudha Munajat Saputra2, Amung Ma’mun3, Boyke Mulyana 4 Program Studi Pendidikan Olahraga, Sekolah Pascasarjana Universitas Pendidikan Indonesia Email : 2002128@upi.edu ABSTRAK Peraturan Daerah Nomor 11 Tahun 2017 tentang Penyelenggaraan Olahraga merupakan kunci perkembangan olahraga khususnya olahraga Pendidikan. Perda ini menempatkan olahraga sebagai instrumen yang sangat penting bagi pembangunan daerah. Namun saat ini olahraga masih diposisikan hanya sebagai pengembangan dari olahraga itu sendiri. Sehingga tidak sesuai dengan apa yang tertuang dalam Peraturan Daerah Nomor 11 Tahun 2017. Oleh karena itu, tujuan penelitian ini adalah untuk menganalisis Kebijakan Pembinaan dan Pembinaan Olahraga Pendidikan Dalam Perspektif Peraturan Daerah. Metode yang digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif. Kemudian dengan melakukan observasi, studi dokumentasi, dan wawancara sebagai alat pengumpulan data dan analisis data. Hasil penelitian ini menemukan bahwa Kebijakan Pembinaan dan Pengembangan Olahraga Pendidikan Ditinjau dari Peraturan Daerah sudah sesuai dengan Peraturan Daerah Nomor 11 Tahun 2017 tentang Penyelenggaraan Olahraga. Terbukti masih terdapat kekurangan dan kesenjangan di beberapa aspek seperti sarana dan prasarana, keuangan atau anggaran dalam pelaksanaan pembinaan dan pengembangan olahraga pendidikan. kompetensi guru olahraga yang belum memiliki sertifikat kompetensi dari cabang olahraga dan belum meratanya sekolah dalam melaksanakan program kelas khusus olahraga. This Regional Regulation places sport as a very important instrument for regional development. However, at this time, sports are still positioned only as the development of the sport itself. So it is not in accordance with what is stated in Regional Regulation Number 11 of 2017. Therefore, the purpose of this study is to find out the Policy for Development and Development of Sports Education from the Perspective of Regional Regulations. The method used in this research is to use a descriptive qualitative approach. Then by making observations, documentation studies, and interviews as a tool for collecting data and for analyzing the data. The results of this study found that the Policy for Development and Development of Sports Education from the Perspective of Regional Regulations was in accordance with Regional Regulation Number 11 of 2017 concerning Organizing Sports. It is proven that there are still deficiencies and gaps in several aspects such as facilities and infrastructure, finances or budgets in the implementation of coaching and development of educational sports. the competence of sports teachers who do not yet have competency certificates for sports and the uneven distribution of schools in implementing special sports class programs.
