Abstract
Penelitian ini dilatarbelakangi oleh adanya keadaan SLTP swasta pada saat ini yang sangat bervariasi mulai dari yang terbaik, lebih baik dari SLTP Negeri sampai kepada sangat memprihatinkan seperti menurunnya jumlah siswa dan jumlah sekolah SLTP swasta di Jawa Barat. Dalam mengatasi kondisi dan keadaan tersebut banyak berbagai upaya ditempuh salah satu diantaranya adalah campur tangan pemerintah dalam pemberian dana bantuan melalui Bank Pembangunan Asia (ADB) dengan Loan no 1359-INO melalui Proyek Sekolah Lanjutan Tingkat Pertama Induk Jawa Barat tahun anggaran 1996/1997, dengan tujuanagar lebih mendorong perguruan swasta agar lebih mandiri dan lebih meningkatkan kualitas. Fokus masalah pada penelitian ini adalah "Seberapa Jauh Tingkat Efektivitas Implementasi Pemanfaatan Dana Bantuan Bank Pembangunan Asia (ADB) dalam Peningkatan Mutu SLTP swasta?" Tujuan Penelitiannya adalah: (1) mendeskripsikan pola perencanaan pemanfaatan dana bantuan dalam peningkatan mutu SLTP swasta; (2) mendeskripsikan pola pelaksanaan pemanfaatan dana bantuan dalam peningkatan mutu SLTP swasta; (3) mengidentifikasi faktor pendukung dan faktor penghambat pemanfaatan dana bantuan dalam peningkatan mutu SLTP swasta dan (4) mengidentifikasi keunggulan dan kelemahan pemanfaatan dana bantuan dalampeningkatan mutu SLTP swasta. Penelitian ini menggunakan metode survey dengan teknik angket dan wawancara. Sampelnya adalah sekolah di seluruh Propinsi Jawa Barat. Data dianalisis dengan menggunakan metode dan teknik korelasional. Temuan penelitian yang sekaligus merupakan jawaban atas rumusan masalah dan pertanyaan penelitian dapat disimpulkan sebagai berikut: secara kuantitatif tingkat perencanaan pemanfaatan bantuan sebagian besar telah mencapai 100% namun secara kualitatif pelaksanaan pemanfaatan bantuan tersebut masih bersifat parsial dan belum mengarah kepada pencapaian tujuan pada pemanfaatan bantuan yang efektif Hal ini dibuktikan dengan adanya: (a) seleksi untuk sekolah sasaran yang mendapatkan bantuan belum menggambarkan upaya penjaringan kriteria sasaran yang ditetapkan oleh Proyek Pusat dengan klasifikasi yang telah ditetapkan; (b) pemanfaatan bantuan sesuai fungsinya belum banyak dirasakan karena penggunaan pemanfaatan bantuan tersebut belum optimal; (c) tindak lanjut pemanfaatan bantuan belum menjadi fokus perhatian pihak-pihak yang lebih berwenang dan berkepentingan. This research based on the perception that most of the private junior high schools indicated a great variation from one another. Some of them indicated a high quality in nature, evenbetterthan the public junior high school ones. While some others indicated worst condition, mainly in West Java propince. To overcome this condition several efforts have been undertaken. One of them is the cooperation with the local government in organizing the ADB grant through the junior high school major project development, in autonomous of private junior high school as well as increasing their qualities. The main Problem in this research is about "How Far the ADB Implementation Effectiveness of contributabble to increase the private junior high school quality? To the aims of the research are: (1) to describe the assistance funds programs of increasing the junior high school quality; (2) to describe the assistance funds implementationcontributableto increasing the junior high school quality; (3) to identify the proponent factors and the inhibiting one from the assistance funds contribution in increasing the junior high school quality; and (4) to identify the strength and the weakness of the assistance funds in increasing the private junior high school quality. This research employed the survey method and applied questioner and interview techniques. It has been conducted in West Java Province including respondenly. The data analyzed applying correlational methods techniques. The founds from the research, at once as the answer from the formulation problems and the research question can be conclude as follows: In quantitative ways, the level of benefits aid plan have been achieve almost 100% but in qualitative ways the aid implementation benefits have a partial characteristic, the effectiveness of aim achievement and the aid benefits are less, these can be prove by: (a) the selection for objective school with have an aid didn't show a Ditseswa criteria appropriate with a classification that have been settled; (b) the aid benefits, following the function can not be felt because the utilizing is not optimal; (c) the next step for the aid benefits is not focus from the competent side.
